Install one or more pay stations in your company car park

Acquire your own recharging infrastructure for electric vehicles (IRVE) is undoubtedly the most comfortable solution for your company and your employees. There are several advantages to this solution:

A response adapted to the regulatory context

The government has amended legislation to accelerate green mobility, and this largely concerns businesses. The LOM Actpassed on 24 December 2019, sets out the regulatory framework for the deployment of charging stations in new and renovated buildings. The Order of 11 March 2021 specifies the status of commercial and industrial premises, which must also be pre-equipped for electric vehicle charging and/or fitted with charging points. For the moment, the regulations in force are stricter for new buildings. They also apply to older premises, with a level of requirement that is set to be gradually extended.

Companies with private car parks for employees and visitors are subject to this obligation. The obligation varies according to the capacity of the car park (number of spaces), the nature of the building and the date on which planning permission was granted:

  • If the permit application was submitted before 1 January 2012: minimum pre-cabling of between 5 and 10 % of the car park's capacity.
  • If the permit application was submitted between 1 January 2012 and 1 January 2017: minimum pre-cabling of 10 % of the car park's capacity.
  • If the permit application was submitted between 1 January 2017 and 11 March 2021: minimum pre-cabling of between 10 and 20 % of the car park's capacity and at least one bollard installed.
  • If the permit application was submitted after 11 March 2021: one terminal accessible to PRMs for car parks with more than 10 spaces and two terminals, one of which is accessible to PRMs, in car parks with more than 200 spaces.

Please note: From 1 January 2025, thethe obligation to equip will be extended to all non-residential car parks with more than 20 parking spaces. The latter must be equipped with one charge point accessible to PRMs for every 20 parking spaces.

A good way of attracting and retaining your employees

Charging your personal and/or business vehicle at the office is not just a matter of convenience for your employees. Of course, it can make their lives easier. But it can also help to change attitudes by enabling those who are still hesitant to switch to electric vehicles to do so.

It's important to remember that many electric vehicle owners don't have access to a home charging point, especially those who live in apartment blocks with no parking. For this specific group, being able to recharge at work is an undeniable advantage. For you, it's an unstoppable argument for attracting new talent and promoting your company.

In 2020, theThe IPSOS polling institute carried out a study for theassociation Avere based on a sample of 3,643 electric vehicle owners. The statistics show that many users do not have a charge point at home and that very few have the opportunity to charge their vehicle at work. Of the 38 % users who recharge at public charging points, 51 % are unable to charge their vehicle at homeThat's just over half. Only 12 % of users recharge at work.

Of course, if you have already electrified your fleet of commercial or company vehicles, the charging method will also be a decisive factor in boosting your employees' performance. On-site recharging will limit the risk of postponement or interruption of activity due to a power cut. autonomy insufficient. What's more, for your employees, having to search for the nearest recharging station during their business trips is a source of additional stress and a waste of time. 

Finally, the provision of charging stations on your site will optimise your employer brand strategy. A source of additional income

A sensible alternative for maximising your visibility

Installing charging points in your company car park is a good way of standing out from your competitors by improving the welcome you give your customers, visitors and staff.

But this value-creating approach can also meet a demand that the public network is not yet able to satisfy.

At the end of 2022, France will have more than 80,000 charging points for electric vehicles. According to latest monthly barometer published by Avere-FranceIn January 2023, 3,177 new recharging points were brought into service. Terminal rental

La hire of electric recharging points is a turnkey service that allows you to benefit from new equipment tailored to your needs, while reducing your initial investment. It is even possible to change equipment at the end of the commitment period in order to benefit from the most technologically advanced equipment.

The main advantage of this system is that the supply and installation costs are paid in advance by the operator (in full or in part if a contribution is made). Companies that are not in a position to purchase one or more charging points immediately can choose between two options: the LLD (Long-term leasing) or the LOA (Hire with Purchase Option).

In both cases, they have to pay a monthly rent for the duration of the contract (generally between 3 and 5 years). The amount is calculated on the basis of a fixed price defined in advance, independently of electricity consumption. Depending on the package, additional services (supervision, technical maintenance, support) are available as extras or directly included in the rent.

Install terminals at your employees' premises

Despite the development of fast and even ultra-fast charging points, recharging an electric vehicle still takes several hours. For mobile sales people and employees who have to travel a lot, there is a more comfortable alternative to recharging on the company premises. By installing charging points directly at your employees' homes, you can simplify their lives. They will be able to programme their recharging at night and have your vehicle up and running the very next day. It's also a solution to consider if you can't deploy charging stations on your company site (due to lack of parking, technical constraints, etc.).

What's more, by opting for connected charging points, you can more easily monitor consumption and, if necessary, compensate your employees in the form of business expenses.

The top-up card

Under the Labour Code, employers are not obliged to cover the cost of recharging or fuel for their employees' journeys between home and work. However, companies have the option of bearing the costs by taking advantage of an exemption from tax and social security contributions when employees live in "a commune not served by a regular public transport service or a private service set up by the employer" or if their place of residence "is not included in the perimeter of a compulsory mobility plan in application of the Articles L. 1214-3 and L. 1214-24 of the Transport Code". The same provisions apply in the event of special working hours (e.g. night work, when public transport is not available - etc.). article L3261-3 of the French Labour Code) and for nomadic salespeople who need to recharge during business trips.

As a general rule, arrangements are defined on a case-by-case basis, depending on company agreements.

Since 10 May 2020 the Sustainable mobility package has simplified the advance payment or reimbursement of the cost of recharging electric vehicles, which now applies to all employees, regardless of where they live. The mobility package applies to companies with more than 50 employees. It is capped at 800 euros per year per employee. This sum is exempt from tax and social security contributions for the employer.
