What is the ADVENIR programme?
The ADVENIR programme supports initiatives to decarbonise mobility by using the CEE mechanism (energy saving certificates) and ongoing public subsidies to support electromobility.
In other words, ADVENIR uses incentives to finance the deployment of charging infrastructure. It is one of the main schemes for financing electric vehicle charging infrastructure in France.
The Ministry for Ecological Transition had set itself the ambitious target of achieving 100,000 terminals The number of charging stations installed by October 2020 had been increased, and aid for the installation of charging stations had been increased accordingly. The operation was supposed to be valid for all charging points open to the public installed between 2 November 2020 and 31 October 2021. Now, with the extension of this aid, ADVENIR aims to install almost 65,000 new recharging points. An additional budget of €20 million has been earmarked for the project.

The ADVENIR bonus: more selective subsidies in 2023
Since the beginning of 2023, the ADVENIR programme has included a number of changes to its incentives, to provide financial support and encourage the French to switch to electric mobility.
End of bonus for private company car parks
In order to continue accelerating the deployment of public charging points in private car parks and for the intermediate target, the ADVENIR programme has decided to reduce the rate of aid.
An initial change has been made since 1 August 2022, taking the number of 40 % to 30 % aid rate and a second change on 1 February 2023 with new premium ceilings.

While this subsidy remains valid, the ADVENIR programme announced on 13 April 2023 the end of incentives for public charging points and for the intermediate target group. According to the advert, these bonuses will end on 1 August 2023.

In addition, the calculation is based on the quotation excluding VAT and must be deducted from the amount including VAT. The sums paid are not subject to VAT.

A new aid plan for automotive service professionals
While the ADVENIR programme has been extended until 2025This scheme has set up an aid plan, providing assistance for the installation of recharging points, for professionals in the automotive services sector, in partnership with Mobilians.
This plan, which introduces 2 new incentives, has set a target of installing 8,000 recharging points. This target is divided into 2 parts:
- 4,000 recharging points will be available for fleets and employees of automotive service professionals.
- 4,000 recharging points will be open to the general public for car service professionals.

Premium for high-power charging stations and hubs abolished
The decision was taken by the ADVENIR programme steering committee on 15 April 2022, and from 30 April 2022 the ADVENIR programme will be open to the public. Prime Station and recharging hubs will be suspended.
But all is not lost! Those wishing to install high-power recharging stations and hubs can apply for support from theAdeme and its support for the deployment of recharging stations for electric car.
Good to know: the three types of subsidy will be reduced in 2023. This information is currently awaiting confirmation.
What is support for the deployment of electric car charging stations?
Support for the deployment of electric vehicle charging stations is aimed at private operators and local authorities with the capacity to install a network of charging stations. The aim of this call for projects is to boost the deployment of high-power charging station networks throughout France.
For your project to be considered, you will need to install at least 4 charging points per station, including 2 with a maximum output of at least 150 kW.
Ademe is hoping to attract projects from private operators, with a minimum of 100 charging points. As for projects supported by local authorities, the agency expects to generate 50 charging points.
