How to buy your electric car in Toulouse? What are the aids to which you are entitled? How do you charge? We've summed it all up in this article so that you can get a clearer picture. 

Toulouse, as well as being the 'pink city', is now aspiring to become the 'green city'. Over the last few years, this city has developed a strong interest in the reduction of pollution its streets. At least, that's one of the themes addressed at the event. Zero Carbon conference held on 14 December 2020.

What has changed on 1 January 2023 in Toulouse

In addition to the above, it is important to mention the fight against pollution of the city's air pollution policy. To this end, in spring 2021, a "low-emission zone", or ZFE, will be created within a perimeter covering the entire city of Toulouse and the western ring road.

Deployment of the EPZ is gradually being extended, to give owners of the most polluting cars enough time to change their vehicle or engine using retrofit.

Toulouse metropole has announced some changes from 1 January 2023 for the ZFE-m in Toulouse and part of Tournefeuille and Colomiers : 

  • Polluting petrol (registered before 1997) and diesel (registered before 2006) passenger cars (Crit'Air 4,5 and non-classified) will no longer be allowed to drive in the ZFE-m.
  • Polluting two-wheelers registered before 1 July 2004 (Crit'Air 4 and unclassified) will not be allowed to travel in the ZFE-m either.

Until 1 January 2024only the following vehicles will be able to continue to circulate in these zones in Toulouse, in particular : 

  • Passenger cars with petrol engines registered between 1997 and 2005 (Crit'Air 3),
  • Diesel passenger cars registered between 2006 and 2010 (Crit'Air 3),
  • Two-wheelers registered between 1 July 2004 and 31 December 2006 (Crit'Air 3).

To make this easier, the city has also provided financial assistance for those brave enough to switch to electric cars.

New public charging points

The Toulouse metropolitan area offers several charging points with different power ratings, including normal charging points up to 22kW, fast charging from 22kW to 50kW and ultra-fast charging above 50kW. 

There are a number of operators throughout the metropolitan area: 

  • Révéo network This recharging network not only covers the whole of Toulouse, but also the whole of the Occitanie region,
  • Indigo Electric vehicles: Indigo car parks have special spaces for recharging electric vehicles, 
  • Allego with a high-power recharging station on
    • the Galerie Espaces Fenouillet shopping centre car park
    • the park-and-ride facilities at the termini of the A and B metro lines in Borderouge, Balma-Gramont, Ramonville and Basso-Cambo in the Tisséo network.
  • Alizé Toulouse This network is deploying standard and ultra-fast recharging stations in the Toulouse metropolitan area.

Grants for buying an electric car in Toulouse as a private individual

Help from Occitanie

A cheque for €2,000 will be given to any adult with an income/unit of less than €14,089 and living in the Occitanie region who buys a second-hand electric or hybrid car worth up to €30,000. For taxable persons, the amount of aid is €1,000.

Ecological bonus

The ecological bonus is changing! From 1 January 2023, the ecological bonus will be reduced from €6,000 to €5,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.

Conversion premium

You can also take advantage of the conversion allowance of up to €5,000, depending on your household income. The conversion allowance is government aid for all French people to buy a new, less-polluting diesel, petrol, electric or rechargeable hybrid vehicle, whether second-hand or new.

Assistance for buying an electric car in Toulouse as a business customer

Metropolitan aid

In addition to the ecological bonus and the conversion premium, you can benefit from assistance from the Toulouse metropolitan authority for professionals. This aid can be up to €10,000 for heavy vehicles.

Ecological bonus

The ecological bonus is changing! With changes scheduled for 1 January 2023, the ecological bonus will fall from €4,000 to €3,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.

Conversion premium

The aim of the département's support for the purchase of an electric vehicle is to speed up the replacement of the Paris region's car fleet with clean vehicles. It complements the conversion bonus introduced by the government.

Breakdown of aid from Greater Toulouse

In addition to the ecological bonus and the conversion premium, you can benefit from aid from the Toulouse metropolitan authority for professionals. This aid can cover up to 10,000 for new vehicles.

In the event of the grant being awarded for the replacement, hire or change of engine to a CNG engine, the beneficiary will be entitled to a bonus amounting to 20 % of the amount of the grant awarded, on condition that they submit a Bio-NGV supply contract for the subsidised vehicle. This supply contract must provide for a minimum volume of 10 % of Bio-GNV.

Please note: you must be careful about the date. The vehicle cannot be purchased before the grant is notified.

Who is eligible for regional aid?

Any company based in the Toulouse metropolitan area can benefit from this aid, subject to a number of conditions.

  • The company must have fewer than 250 employees

The legal structures eligible to apply are as follows:

  • Sole traders or auto-entrepreneurs
  • Sole proprietorship with limited liability (EIRL)
  • SARL (limited liability company)
  • SAS (simplified joint stock company)
  • Single-member company (EURL or SASU)
  • Liberal professions

Professionals and associations are eligible for grants up to the first of the following two ceilings:

  • three subsidised vehicles (replacement, lease or change of engine)
  • 20,000 in grants

Buying an electric car in Toulouse

To buy a new electric car, you need to make sure that you meet the conditions for obtaining a loan, long-term hire (LLD) or lease with option to buy (LOA).

  • You are over 18
  • You are not registered with the Banque de France    
  • Your debt ratio does not exceed the regulatory 33%
  • You have completed your trial period

Documents required for a company

For entrepreneurs and the self-employed

  • Bank details
  • Copy of National Identity Card
  • Last tax assessment
  • 2035 or 2042 return (self-employed professionals)
  • Simplified balance sheet (own-account companies)
  • Trade register

For companies/legal entities

  • Bank details
  • Latest published accounts
  • Kbis extract or trade register (companies)
  • Articles of association
  • Copy of the manager's national identity card 

Documents required for private individuals

The documents you need to apply for a credit or a LOA/LLD for your electric car:

  • A copy of your last three payslips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
  • A copy of your identity document, either a National Identity Card or a valid passport.
  • Proof of address less than 3 months old. This could be a gas, electricity or telephone bill (even a mobile phone bill), a rent receipt or a property deed.
    A bank details form (RIB).
  • A signed and completed cheque for the first instalment of your rental schedule. Payment of the first instalment will only be made on receipt of the vehicle.

How do you calculate your debt ratio?

The debt ratio must not exceed 33% of net household income. In other words, a banker or banking institution will only accept your application if you can prove that your fixed costs do not exceed 33% of your net income.
