In the same vein, the metropolis has voted' to create a Zone to Faible EThe new zone, which came into effect on 1 July 2021, initially applied only to air criterion 5 and 4 goods vehicles.
The aim of the zone is to prohibit access to the most polluting vehicles in order to limit traffic in these areas. Since 2023, these EPZs have been generalised in several cities.

Sustainable Mobility" aid
If your main residence is in Normandy, you can benefit from "Sustainable Mobility" assistance worth €1,000 or €2,500.
Ecological bonus
The ecological bonus is changing! With changes scheduled for 1 January 2023, the ecological bonus will fall from €6,000 to €5,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.
Conversion premium
You can also take advantage of the conversion allowance of up to €5,000, depending on your household income. The conversion allowance is government aid for all French people to buy a new, less-polluting diesel, petrol, electric or rechargeable hybrid vehicle, whether second-hand or new.
Conditions to be met to qualify for "Sustainable Mobility" assistance
- Main residence in Normandy,
- Wish to purchase or lease (with or without an option to buy) a category M1 (passenger car) or N1 (van) vehicle, as defined in article R311-1 of the Highway Code.
- Have a list purchase price of less than or equal to €40,000 including tax (excluding environmental bonus, conversion premium, trade-in of old vehicle and commercial discounts)
- Buy a new, unregistered vehicle with a 100% electric or NGV (Natural Gas Vehicle) engine.
- Wait until you have received confirmation of receipt of your application by e-mail from the Region before ordering the vehicle.
- For the purchase of a 100 % electric vehicle only, be a member of a household whose reference tax income is less than or equal to the thresholds detailed in the table below:

From the monespace-aides.normandie.fr platform, applicants can submit their applications online and follow the various stages of progress in complete transparency. To submit a grant application, you must first prepare the necessary documents listed below, click on the "submit an application" tab, create an account and then submit an application.
The documents required are :
- the latest income tax notice(s) for your tax household,
- a bank details form (RIB) showing your surname, first name and postal address (the invoice and the registration certificate must show the same details),
- a detailed commercial proposal less than three months old for the purchase of the vehicle.

Sustainable Mobility" aid
In addition to the ecological bonus and the conversion premium, you can benefit from aid from the Ile-de-France region for professionals. This aid amounts to €6,000 for electric passenger cars and light commercial vehicles.

To qualify for assistance from the Normandy Region, applicants must meet the following criteria:
- Have your head office in Normandy
- Have a company with fewer than 10 employees
- Wish to purchase or lease (with or without an option to buy) a category M1 (passenger car) or N1 (van) vehicle, as defined in article R311-1 of the French Highway Code.
- Have a list purchase price of less than or equal to €40,000 including tax (excluding environmental bonus, conversion premium, trade-in of old vehicle and commercial discounts).
- Buy a new, unregistered vehicle with a 100% electric or NGV (Natural Gas Vehicle) engine.

- A maximum of 2 vehicles per application.

Buying an electric car in Rouen
To buy a new electric car, you need to make sure that you meet the conditions for obtaining a loan, long-term hire (LLD) or lease with option to buy (LOA).

Documents required for private individuals
The documents you need to apply for a credit or a LOA/LLD for your electric car:
- A copy of your last three payslips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
- A copy of your identity document, either a National Identity Card or a valid passport.
- Proof of address less than 3 months old. This could be a gas, electricity or telephone bill (even a mobile phone bill), a rent receipt or a property deed.
A bank details form (RIB). - A signed and completed cheque for the first instalment of your rental schedule. Payment of the first instalment will only be made on receipt of the vehicle.

How do you calculate your debt ratio?
The debt ratio must not exceed 33% of net household income. In other words, a banker or banking institution will only accept your application if you can prove that your fixed costs do not exceed 33% of your net income.

After signing the quotation, I was a little worried that the programming time would be a bit long, due to an exceptional promotional offer that I hadn't been aware of. This led to a little impatience, but the situation was subsequently resolved perfectly and I apologise for the delay. The installation of the bollard went very smoothly: the model complied with the quote, the cable was included, and it was neatly and tidily installed in my garage, with the connection to the electrical panel carried out according to the rules.
