Electric mobility and the LOM law: Obligations for professionals in 2025

The transition to electric mobility is supported by legal obligations that encourage the deployment of charging infrastructures accessible to all. For car parks open to the public, these rules are designed to support the increasing use of electric vehicles by guaranteeing an efficient and equitable network.

Obligations Détails

Installation of pay stations in car parks with 20 spaces or more 

From 1 January 2025, there will be a requirement for one charging point for every 20 parking spaces.

Accessibility for PRMs (People with Reduced Mobility) 

At least 1 terminal accessible to PRMs, 2 for car parks with more than 200 spaces.

Pre-fitting of new car parks with more than 10 spaces 

1 pitch in 5 must be pre-equipped, with 2% of spaces accessible to PRMs.

Electrical design studies for projects with more than 50 seats 

Mandatory for any project to create infrastructure in a car park with more than 50 spaces.

Certificate of compliance for charging points over 36 kW 

Mandatory for infrastructures of more than 36 kW or after an increase in power.

Development of solar shading for certain car parks 

50% of the surface area of car parks over 1,500 m² must be covered with solar shading by 2028.

Fleet renewal (fleets >100 vehicles) 

Obligation to include a minimum percentage of low-emission vehicles in annual renewals:

- 10% in 2022
- 20% in 2024
- 40% in 2027
- 70% in 2030

Fast-charging networks in France: The state of play

The country now has 154,694 recharging points open to the public (figures as at 31 January 2024 from Avere-France), including : 

 

  • 15 289 fast charging points (>50 kW)
  • 7 644 very high power recharging points (>150 kW)

 

The distribution of load types reflects the diversity of user needs:

 

  • Le three-phase alternating current (up to 22 kW) : 47% of the park
  • Le single-phase alternating current (up to 7.4 kW) :  32% of the park
  • The fast charging stations direct current (DC) : 18% network
    • Of which 10 % with a fast charging (>150 kW)

 

Note that the availability rate for fast-charging stations is as follows (December 2024 figures from Avere-France):

 

  • 92,4 % (DC power <150 kW)
  • 94,8 % (DC power >150 kW)

 

What's more, the French government is maintaining its ambition with a target of 400,000 public charging points by 2030. Particular emphasis is placed on deployment of fast-charging stationswith the aim of installing one every 60 km on main roads.

 

Nevertheless, the territorial network still has a number of weaknesses.major disparities. Urban areas are generally well equipped (in particular with Île-de-Francewith a significant concentration of 26,538 recharging pointsfollowed by the region Auvergne Rhône-Alpes cash 18,401 recharging points and the New Aquitaine with 15,333 recharging points), while the rural and suburban areas remain less well served. This situation creates " white zones "which complicate long-distance journeys.

What's more, the tariff transparency and terms of payment is a major challenge. Visit prices vary between operators, and certain limits do not apply. do not yet offer payment by bank cardcreating confusion for users.

 

Finally, although the number of fast charging stations has increased significantly (18% network by 2024 against 9% in 2022), problems persist:

 

  • From actual performance often inferior at the advertised power
  • From long waiting times during peak periods
  • From frequent malfunctions on 50 kW DC terminals

  • V3 technology for simultaneous charging without loss of power

  • Historically reserved for electric vehicles Tesla
  • Risk of saturation with the opening up to other brands
  • Need for modernising old stations

3. Lidl

The Lidl recharging network is a perfect example of how retail spaces can be transformed into hubs for electric mobility.

  • Systematic deployment since 2017 on new supermarkets
  • High-speed terminals up to 360 kWeven surpassing Ionity
  • Very competitive pricing (€0.40/kWh at high power, €0.25/kWh at 22 kW)
  • Powered by photovoltaic panels
  • Re-injection of surplus energy in the network
  • Infrastructure designed as a modern service station

 

Current challenges

 

  • Network still limited compared to the major specialist players
  • Variable power depending on the site, creating an uneven user experience
  • Transition to a pay model which can be unsettling for regular users
