The major networks of charging points are making it as easy as possible to access public charging points. Paris City Council has announced that from May 2021, The new Belib network will gradually replace the entire current network of charging stations. This transition will improve the operation of the network of pay stations throughout Paris. To join, you can register at belib.paris.

However, 80 % of electric vehicle users now prefer to install their own recharging point. They prefer to do this at home or at work, so that they can recharge their vehicle safely and comfortably on a daily basis.

Reinforced EPZs

Since the rise in popularity of the electric vehicle, the introduction of Low Emission Zones (ZFE) is increasingly reinforced. Set up in 2015 in cities most inclined to polluteThese restrictions will be further tightened in 2017, and again in 2019, to the point where access will be denied to categorised vehicles. Unclassified, Crit'Air 5 and Crit'Air 4.

The restriction of these two categories will come into force on the date of 1st June 2021, with regard to Paris region.

Since 2019, this approach has been part of a metropolitan framework: the entire area bounded by the A86 motorway (excluding the A86) is affected by the same traffic restrictions. The introduction of the Metropolitan Low Emission Zone was made mandatory by the Law on the orientation of mobility from December 2019.
What's more, the Climate and Resilience Act of 22 August 2021 transferred the powers and prerogatives relating to the Low Emission Zone to the President of the Greater Paris Metropolitan Area.
Le 1er July 2022The Council of the Greater Paris Metropolitan Area adopted a resolution postponing the next stage of the low-emission zone by one year, until 1 January 2010.er July 2023.
 
In 2024, these regulations will be affected by a number of changes: 
 
  • Postponement of the Crit'Air 3 stage: Initially, the traffic restriction for Crit air 3 vehicles was planned, but this stage has been postponed to 1 January 2025 by the French government. Greater Paris Metropolitan Council in July 2023. This decision was taken on the basis of a number of conditions, including the introduction by the government of a guaranteed interest-free loan and an automated enforcement system.
  • Zero diesel targetParis: There was a target of achieving zero diesel in Paris by 1 January 2024. However, according to Le Monde, this objective cannot be achieved as originally planned.
  • Fines for offendersParis - From the second half of 2024, violators of the EPZ rules will be liable to a class 3 fine of up to €68, according to the French Minister for Ecological Transition, Christophe Béchu.
  • Restrictions postponed until 2025Certain restrictions on polluting vehicles have been postponed until the beginning of 2025, as the metropolitan authority felt it was impossible to introduce a ban any earlier.

The EPZ is intended to be strengthened over time. For example, the City of Paris and the Greater Paris region have included targets for 2023, 2024 and 2030 in their respective climate-air-energy plans:
  • Restriction to Crit air 3 vehicles in 2023 ;
  • Restriction of traffic to Crit'air 2 vehicles (i.e. diesel vehicles in particular) from 1 January 2009.er As of January 2024, there will be no more Parisians exposed to exceedances of European limit values;
  • 100% of clean vehicles by 2030 and compliance with WHO guide values for all pollutants.

Free parking

Priority is now being given to clean mobility

To encourage the use of electric vehicles, in the Paris region and in some French towns, parking is totally free. For residents and visitors to the city alike. Provided, of course, that you own a clean vehicle or one that emits less than 60g of CO2 per kilometre. 

However, to benefit from these advantages, you must be registered in the Town Hall's database as a Virtual Card member. "low-emission vehicle. You can then park as far as :

To obtain a parking card, simply make an appointment at a Paris City Hall on-street parking section or apply online via the Paris City Hall website. You will also be asked to provide the following documents: 

  • Vehicle registration document 
  • Identity document
  • Recent proof of address
  • Last notice of council tax

In the case of a leased electric car, you will need to provide the leasing contract and a certificate from your employer.

Installing a recharging point: advantages

  • Ecological 

While the electric vehicle aims to reduce greenhouse gas emissions, recharging electric vehicles also has its share of ecological benefits. The battery of an electric vehicle can be recharged with the help of photovoltaic panels. These panels are a renewable, inexhaustible, economical and sustainable source of energy.

  • Economical 

The French government is closely involved in projects that include the energy transition, and supports its population financially. The government has set up a range of grants to make it easier for everyone to buy an electric car, and in some cases up to 50% can be deducted from the cost of the equipment needed to maintain the vehicle. This includes charging points, plugs and even the initial cost of the electric vehicle, the price of which is reduced thanks to the environmental bonus and conversion premium..

Private individuals can benefit from financial assistance for the installation of an electric vehicle charging point. In France, the tax credit for energy transition (CITE) allows you to deduct 75 % from the expenditure incurred, up to a limit of €500 per charging system.

  • 300 per charging system for a non-connected charging point, with or without load shedding

 

  • Technical

Certification IRVE (Infrastructure for recharging electric vehicles), which is compulsory in France, engages the services of experienced professional electricians and craftsmen. The latter have their own equipment, whether plugs or cables, most of which are manufactured in France by craftsmen certified to the same level.

Professionals who are available and ready to listen will provide you with a free estimate on request, and will guide you through the installation process. Prices can vary from 300 to 1000 euros.

Why install your own recharging point?

The electric car must be recharged almost daily. So it's important to make sure you have the necessary equipment at your disposal. The network of recharging stations in Paris can be a great help, but having your own charging point close at hand is certainly more efficient.

 

The cost of recharging, as well as the journey time to the charging point, will be saved if you have a recharging point at your disposal, whether it's at home or in the workplace. So you won't have to keep going to public terminals at random. 

 

It is also a question of the availability and overuse of public terminalswhich are then accessible at random. It is therefore more practical and accessible to install your own recharging point.

The different types of refill

Which one to choose? 

The type of refill you choose will depend on the integrated battery to your electric vehicle. Vehicles with a larger battery and longer range will require more charging time.

But the power of the charging point you choose will play a key role in the success of the recharge time. We're talking about :

 

  • Slow charge - 3.7 kW
  • Normal load - 7kW
  • Accelerated charging - 22kW

Charges of more than 50 kW (fast charge) are very rare. You'll probably only find them on motorways.

For charging at home or at the workplace, we recommend installing these two charging infrastructures:

  • The wall socket : Provides enhanced recharging compared with a conventional household socket. Green up can be wall-mounted, in your garage for example. This type of recharging offers a slow charge of 3kW, lasting from 8 hours to 13 hours.
  • The charging point : Allows higher-power charging, which can be installed in your private car park, and is also very effective if you share the charging point with other people. It offers a slow charge of 7kW (single-phase installation), then 11kW and 22kW (three-phase installation), for a charge lasting between 5h and 7h.

The following criteria must be taken into account when choosing an installer.

  • A team of certified professionals (IRVE) : not just anyone can install charging points! The company you choose must work with a team of certified professionals (IRVE certification) to ensure proper installation and avoid problems. If you don't have this certification, the organisations won't be able to grant you financial aid for the installation.
  • A team that respects installation laws : just like a water heater or a heating system, the installation of a new charging point is subject to demanding standards that must be respected. If this is not the case, not only will the warranty on the device be void in the event of a problem, but you will probably have problems with your bollard. 
  • A company that respects you and answers your questions: When you make a purchase like this, it's normal to have questions. A legitimate company will not only have plenty of information available on its website, but will also be able to answer any questions you may have. If a company dodges questions and answers only that it knows what it's doing... run, it's probably not certified to do the job.
