Charging stations in Eastern France: meeting demand

The Grand Est region is one of a number of regions encouraging all forms of low-carbon mobility to reduce the consumption of polluting energy. The elected representatives of the Grand Est Regional Council have put in place a strategy to develop alternative mobility to enable individuals, businesses and local authorities to travel in an environmentally-friendly way. 

Electric mobility currently accounts for only 26 % of energy consumption. With 2,491 charging points installed, the region would like to develop its infrastructure network further, to make it easier for EV users to charge their vehicles. It has therefore set itself the target of reducing energy consumption in the transport sector by 45 % by 2025.

IMPORTANT: these bonuses for charging points open to the general public in private car parks and for intermediate target groups (hotels, restaurants and shops), will be withdrawn from the ADVENIR programme on 1 August 2023.


Good news: the ADVENIR programme has been extended until 2027with the aim of financing 250,000 recharging points to support the transition to electric mobility.

Whether you're a business or a public institution, the first step is to study your needs. Your future charging point will be used many times by all types of vehicles in a very short space of time. It will also meet a strong need, whether on the part of your employees or simply users. To achieve this, we recommend using fast-charging stations with a power rating of between 22 and 100 kW. This will enable electric vehicles to circulate efficiently.

If you are a private individual and want to recharge your vehicle overnight, for example, a 7.4 kW or 11 kW charging point will suffice.

The positioning of your charging point is another criterion to take into account. If you want to installing a recharging point as a local authority In the Grand Est region, your future recharging points will be located outdoors, on roads or in car parks. Your charging points will have to comply with safety regulations (IK08 and IP55) to protect you and those around you from the weather.

As in all other regions of France, your company in the Grand Est region can benefit from the ADVENIR.

To qualify for this local aid, the region has set out a number of conditions. Your company is eligible for this aid if it meets the following conditions: 

  • Registered with the RCS (Registre du commerce et des sociétés), who wish to install recharging stations in their car park or who provide a recharging service accessible to all users. 
  • If your business is tourist-oriented, particularly hotels and restaurants and also registered with the RCS
  • The associations

To benefit from this aid, the Grand Est region also requires your company car park to have 3 levels of recharging power: 

  • Normal recharging (power less than 7 kVA)
  • Accelerated charging (power less than or equal to 22 kVA)
  • Fast recharging (power greater than 22 kVA). 

The amount of the subsidy depends on whether you have a private car park (open to the public or for private use) or a public car park (open to the public or for private use). car fleets).

If your company is eligible, you may qualify for a subsidy. This aid can only be applied on condition that your employees benefit from this offer during their working hours. 

Please note: to obtain this local grant, your company must comply with the conditions of the national programme ADVENIR

  • For private car parks, for HGV fleets: an aid rate of 50 % and an amount set between €2,200 and €960,000 excluding VAT,
  • For private car parks open to the public: an aid rate of 30 % and an amount set between €1,000 and €2,700 excluding VAT,
  • For car parks open to the public (intermediate target): an aid rate of 30 % and an amount of €1,000 excluding VAT,
  • For company fleets and employees of short-term rental vehicles: an aid rate of 20 % and a fixed amount of €600 excluding VAT.

IMPORTANT: these bonuses for charging points open to the general public in private car parks and for intermediate target groups (hotels, restaurants and shops), will be withdrawn from the ADVENIR programme on 1 August 2023.

Good to know: the Advenir programme offers new support for automotive service professionals, by entering into a partnership with Mobilians, an employers' organisation. These bonuses are €750 for employees and fleets. For installations in private car parks open to the public, the amounts vary between €1,700 and €15,000, depending on the charging capacity. Yes, the ADVENIR subsidy can be combined with the photovoltaic support recently introduced by the region. The aim of this aid is to reduce greenhouse gas emissions, improve air quality and encourage people to use renewable energies. 

Here are the eligibility criteria:

  • Businesses (large companies, farms, self-employed professionals, supermarkets, tourism professionals)
  • Social landlords 
  • Co-ownerships
  • Non-trading property companies (Société Civile Immobilière) 
  • Local authorities 
  • The associations

As far as the amount of aid is concerned, all beneficiaries can receive a maximum of €4,000 per establishment. However, depending on the building, the rate of the project amount is different:

  • Large companies: maximum 50 % of the amount
  • Medium-sized companies: maximum 60 % of the amount 
  • All other companies: 70 % maximum of the amount

It should also be pointed out that the subsidy for investments is up to 50 % of expenditure and is limited to €200/kWp.* 400/ kWp*. This will depend on the level of self-production and self-consumption of energy and the nature of the project owner.

*The kilowatt-peak (kWp) is a unit of measurement for the maximum power of a solar array. photovoltaic panel.

If you are a private individual, you can install a recharging point at your home. To do this, you may also be entitled to programme ADVENIR To qualify for this subsidy, you will need to subscribe to the supervision, subscription and maintenance options. What's more, to ensure that your installation is carried out under the best possible conditions, you'll need to call in an IRVE-certified technician.

Good to know: since 1 August 2022, the conditions of eligibility for individual charging points in collective residence change.  From now on, only T2S single-phase charging points will be eligible for the ADVENIR programme.

MaPrimeRénov' is a tax credit that supports you when you buy a charging point. You can only benefit from this aid if your future charging point is installed on a primary or secondary residence. 

Per charging system, the credit is 75 % of the amount of the installation costs, up to a maximum of €500. You should also be aware that this tax credit does not take your income into account, and that this subsidy is determined per tax household and per charging point.

To make a request, you can do so directly online.

⚠️ Good to know: this tax credit is only valid if the charging point is purchased before 31 December 2025. 

The amount of the tax credit for the installation of an electric vehicle charging point is :

  • 500 per charging system for a connected charging point
  • 300 per charging system for a non-connected charging point, with or without load shedding

 

 

Yes, the Grand Est region has introduced aid for the installation of charging points. The aim of this aid is to boost the deployment of 1,000 recharging facilities for electric and hybrid vehicles. 

To be eligible, here are the conditions:

  • companies registered with the Trade and Services Register (RCS) in a region with a population of less than 100,000. 
  • restaurants, hotels and other public places for tourists 
  • the recharging infrastructure must be acquired by the beneficiaries concerned, up to a limit of 1,000 charging points. 

For this project, the ceiling is €1,000 per charge point and for an installation on a public road with associated services, the amount will be €1,500 per charge point. 

This aid can be combined with the ADVENIR programme and the regional scheme for photovoltaic panels. 

To obtain this regional aid, you need to put together an application file. Here are the necessary documents:

  • a letter of intent to the President of the Region stating that the aid granted has an incentive effect. If the effect is not demonstrated, the aid will be refused.
  • complete the information form 
  • a note motivating customers to register for the call for projects. This note should also indicate the means used to achieve the objective. 
  • a provisional estimate and schedule 
  • a k-bis extract and tax returns for the previous 3 years or the most recent years available if the company has been in existence for less than 3 years.
  • RIB in the name of the beneficiary

Once all these documents have been compiled, the application should be submitted to this platform by logging on to your personal space.
