The Hauts-de-France region is establishing itself as a key player in ecomobility in France. With around 61,000 electric cars and plug-in hybrids on the road, it is supporting this transition through local subsidies and the involvement of brands such as Renault, Peugeot and Citroënseveral of which are produced in the region.

The recharging network is expanding rapidly, with almost 2,000 stations already available and an ambitious target of achieving 151 500 charging stations public in the years to come. Initiatives such as the Hauts-de-France Mobility Challengewhich mobilises hundreds of companies and local authorities every year, are also encouraging the adoption of sustainable modes of transport.

Finally, tools such as the Electric Pass and the support of Ecomobility Resource Centre (CREM) facilitate access to infrastructure and incentives. Although the region is not yet a leader in equipment, its growing commitment promises a greener future for mobility.

Charging stations in Hauts-de-France: Coping with peaks in use

In 2024-2025, the deployment of charging points for electric cars in France made significant progress. At 31 December 2024, the country had 154,694 public charging points, marking an increase of 2.6% on the previous month. On average, there was 1 charging point for every 14 electrified vehicles at the end of the year.

By November 2024, France had reached 152,887 charging points, an impressive 34% increase on the previous year. In February 2024, the country had around 183 charging points per 100,000 inhabitants, testifying to a rapidly expanding infrastructure.

Although monthly growth in the number of charging points has slowed slightly compared with 2023, it remains sustained. It is also interesting to note that more than 80% of charging continues to take place at home or at the workplace, despite the expansion of the public network. These trends illustrate France's ongoing efforts to develop its recharging infrastructure and support the transition to electric mobility.

New hybrid car, so information about a charging point. After various conversations with competitors, the cost was around €2,000.... Then a call from BEEV, Sofiane explained that, given my hybrid vehicle, a simple reinforced socket would do the job and cost me much less. The only condition is that it has to be fitted by a professional. He could have sold me a plug like the competitors, but he didn't, which shows how serious the BEEV employees are. I did not do business with BEEV, but I would recommend 1000% for their reliability and honesty. I will definitely recommend you to my friends and family. Special mention to Sofiane... To qualify for support from the Hauts-de-France region for the purchase of an electric vehicle or the installation of charging points, it is essential to provide specific documents. Although the precise requirements may vary depending on the programme and regional updates, here is a general list of the documents generally required:

For the purchase of an electric vehicle :

  • Vehicle order form Proof of purchase or order for the electric vehicle.
  • Paid invoice proof of full payment for the vehicle.
  • Vehicle registration document (carte grise) Registration certificate: document certifying that the vehicle is registered in your name.
  • Proof of address proof of residence in the Hauts-de-France region.
  • Bank details (RIB) for payment of aid into your account.

To install a charging point :

  • Detailed estimate from the installer A precise description of the work planned and the equipment to be installed.
  • Certificate of qualification of the installer IRVE - Infrastructures de Recharge pour Véhicules Électriques: certifying that the professional is authorised to install charging stations (IRVE - Infrastructures de Recharge pour Véhicules Électriques).
  • Paid invoice for the work proof of payment for the installer's services.
  • Before and after photos The photo shows the site before the work was carried out and the bollard installed.
  • Declaration of completion of work Declaration that the installation is compliant and operational.
  • Bank details (RIB) for the payment of aid.

To qualify for support from the Hauts-de-France region for the purchase of an electric vehicle or the installation of charging stations, a number of general conditions must be met. Here's an overview of the main requirements:

 

Terms and conditions:

  • Residence: Be domiciled in the Hauts-de-France region.
  • Age: You must be over 18.
  • Income: Some grants may be subject to income ceilings. 

 

For example, to qualify for the conversion premium, the reference tax income per unit must be less than or equal to €24,900. 

 

For the purchase of an electric vehicle :

  • Type of vehicle: The vehicle must be new or used, electric or plug-in hybrid, and meet the emissions criteria set by the aid schemes.
  • Scrapping an old vehicle: As part of the conversion allowance, you are often required to scrap an old, polluting vehicle. The eligibility criteria for the vehicle to be scrapped vary according to its engine and age.
  • Non-cumulation of grants: Some grants cannot be combined with each other or with other national schemes. It is therefore important to check the specific conditions of each grant.

 

For the installation of charging points :

  • Installation site: Installation must take place in a home located in the Hauts-de-France region.
  • Qualified installer: The work must be carried out by a professional certified to install charging stations (IRVE - Infrastructures de Recharge pour Véhicules Électriques).
  • Type of charging point: Some grants require the installation of "controllable" charging points, i.e. those capable of modulating power or programming charging. 
  • Tax credit: Individuals can claim a tax credit covering 75 % of installation costs, up to a maximum of €500 per bollard. 

 

It is important to note that the conditions and amounts of subsidies may change. For example, in 2024, France reduced subsidies for the purchase of electric vehicles due to budgetary constraints, lowering the amounts from €4,000-7,000 to €2,000-4,000 depending on income.

In Hauts-de-France, charging and parking electric vehicles offers a number of advantages:

Pass Pass recharging network

The region is rolling out a recharging network called Pass Pass, which offers :

  • More than 450 charging stations compatible with all models of electric and plug-in hybrid vehicles.
  • A free subscription giving access to preferential rates.
  • The possibility of viewing your bill and consumption history on a customer area.
  • Access to more 10,000 terminals in France thanks to roaming agreements.

Free parking

Although the Hauts-de-France region is not specifically mentioned, some French towns offer parking facilities for electric vehicles:

  • Le green discaccepted in 30 towns and cities, offers 2 hours' free parking a day for vehicles emitting less than 120g/km of CO2.
  • Some major chains such as Intermarché and Super U offer free recharging points in their car parks.

Steps

To benefit from these advantages, owners of electric vehicles must generally :

  • Subscribe to the Pass Pass service on the website Pass Pass.
  • Activate their Pass Pass card on their personal account.
  • For free parking, apply to the town hall with the required documents (vehicle registration document, identity card, proof of vehicle registration).

These initiatives aim to encourage the adoption of electric vehicles and facilitate their use in the Hauts-de-France region.

To install a recharging point in Hauts-de-France, follow these main steps:

  1. Call on a qualified and IRVE-certified installer (Infrastructure de Recharge pour Véhicules Électriques). Several specialist companies operate in the region, including Born For Charging, IRVE-Hauts de France and ETS L.E.P..

  2. The installer will carry out an electrical diagnosis of your installation and assess your specific needs in terms of charging power and usage..

  3. Choose the type of charging point best suited to your needs. Options range from 3.7 kW to over 22 kW for fast charging..

  4. The location of the charging point should take into account the length of the charging cable (around 8 metres) and the direction in which the vehicle is parked..

  5. If you are a company or local authority, make sure that your installation meets technical and regulatory requirements, such as the presence of a T2 or T2S NF EN 62196-2 socket outlet..

  6. Have the bollard installed by a qualified professional, who will ensure that the installation is compliant and safe..

  7. Find out about the financial assistance available in the Hauts-de-France region for installing recharging points..

By following these steps and using the services of a qualified professional, you can install a recharging point tailored to your needs in Hauts-de-France.

Whether at work, in public or at home, having a connected recharging point can add value. Connectivity is an increasingly important part of our daily lives. Connected charging points are relatively expensive, but can be very profitable. 

These terminals allow you to : 

  • Track your electricity consumption 
  • Some allow you to configure the charging point to charge only during off-peak hours
  • Block foreign users from recharging (you never know) 
  • Automatically manage recharge power to avoid overcharging and blowing fuses 

Load shedding regulates the power drawn by the terminal according to the power available on your network.

Among other things, it becomes necessary on certain installations where the subscribed power is insufficient to support the consumption of the terminal. We recommend that you include this option, particularly if you are a private individual. 

As with any installation of a recharging point in a company or local authority/public institution, you are entitled to assistance from ADVENIR

In order to benefit from the Grant ADVENIRYou'll need to take out Supervision, Subscription and Maintenance options. These options will guarantee the charging point a certain lifespan. To qualify for the ADVENIR bonus, you'll also need to choose a certified installer and hire an IRVE-qualified electrician. The administrative procedures are fairly lengthy, but don't panic! Beev will take care of it for you!

To qualify for the bonus ADVENIRIn order to charge your vehicle, you need to install one or more recharging points in a private car park or one that is open to the public (customers, visitors, suppliers, etc.).

Bonus ADVENIR covers supply and installation costs up to 30 % for car park charging points private open to the public and for the intermediate target. The maximum amounts of aid, excluding VAT, vary according to the theoretical maximum recharging power of the equipment installed. 

If the applicant is a company, the scale is as follows: 

If your company is eligible, you may qualify for a subsidy. This aid can only be applied on condition that your employees benefit from this offer during their working hours. 

Please note: to obtain this local grant, your company must comply with the conditions of the national programme ADVENIR

  • For the private car parks for HGV fleets A rate of aid of 50 % and an amount set between €2,200 and €960,000 excluding VAT,
  • For the private car parks open to the public A rate of aid of 30 % and an amount set between €1,000 and €2,700 excluding VAT,
  • For the car parks open to the public (intermediate target) A rate of aid of 30 % and an amount of €1,000 excluding VAT,
  • For the fleets and employees of short-term hire companies A rate of aid of 20 % and an amount set at €600 excluding VAT.

IMPORTANT: these bonuses for charging points open to the general public in private car parks and for intermediate target groups (hotels, restaurants and shops), will be withdrawn from the ADVENIR programme on 1 August 2023.

Individuals living in condominiums can also benefit from the ADVENIR bonus. Depending on the type of use chosen, the amounts and rates of assistance will vary. Here is the scale:

Depending on the type of use (individual or collective use), the amount and rate of aid per recharging point may vary:

  • For individual use 50 % in aid rate and a ceiling of €960 excluding VAT per recharging point,
  • For shared use 50 % in aid rate and a ceiling of €1,660 excluding VAT per recharging point,
  • For collective infrastructure in condominiums 50 % rate of aid to cover infrastructure costs and a ceiling of €3,000 excluding VAT per recharging point for outdoor roadworks.

If you live in detached house and want to install a recharging point at your home, they will be entitled to MaPrimeRénov'. 

In addition, thanks to the collaboration between Advenir and the employers' organisation MobiliansAdvenir has set up financial assistance for automotive service professionals. To find out more, take a look at this article article on support for the installation of bollards.

With the MaPrimeRénov' tax credit, you can get a tax rebate on the purchase of an electric charging point for expenditure incurred up to 31 December 2025. 

Unlike the CITE, the tax credit granted with MaPrimeRénov' is available for installations carried out on primary and secondary residences! 

The amount of the tax credit for the installation of an electric vehicle charging point is :

    • 500 per charging system for a connected charging point
    • 300 per charging system for a non-connected charging point, with or without load shedding

You should be aware that the authorities may take back the tax credit if, after receiving it, you are reimbursed for the installation costs within 5 years. The tax credit cannot be reclaimed following a claim. 

There is no universal criterion that will enable you to choose your service provider with certainty. However, it is important to take at least one criterion into account: certification. To qualify for ADVENIR aid, the service provider responsible for the installation will have to be IRVE certified. This certification not only gives you access to ADVENIR aid, it also guarantees quality. It's a guarantee that the work will be carried out properly.
