Cela a plutôt bien marché puisque la Normandie est l’une des régions les mieux équipées en borne / habitant avec plus de 2200 bornes en service déployées sur tout le territoire. Elle peut se vanter de figurer dans le peloton de tête des régions les mieux pourvues en proportion de sa population. La région s’inscrit plus globalement dans une mouvance de développement durable, elle alimente entièrement ses bornes à l’électricité verte telle que :
- Solar energy
- Wind energy
- Geothermal energy

In the first half of 2021 alone, more than 18,753 electric vehicles ainsi qu’hybrides rechargeables neufs, ont été vendus en Normandie. La Normandie possède un grand nombre de résidences secondaires, ce qui augmente considérablement la fréquentation de ces zones balnéaires en haute saison.
Malgré le réseau de recharge que possède la Normandie, ses installations ne sont pas encore suffisantes pour répondre à la demande lors des pics de fréquentation. La région fait face à un vrai casse-tête, car les bornes, surchargées en saison estivale, ne sont pas aussi prisées le reste de l’année. SDEC accuses some motorists of "squatting to excess at certain recharging points while they are at the beach, thereby blocking recharging for other users.

These include:
- Une preuve que vous domiciliez bien en Normandie
- Votre carte d’identité
- Vos coordonnées de paiement
- Un courrier de demande, mentionnant votre nom, prénom, vos coordonnées postales, téléphoniques et mail, daté et signé
- Formulaire d’engagement sur l’honneur, à télécharger, daté et signé
- Votre avis d’imposition du foyer fiscal de l’année 2018
- Un devis commercial datant de moins de 3 mois
- Le véhicule doit être 100 % électrique
- Acheté comptant ou louer en longue durée (avec ou sans option d’achat)
- Le seuil de revenu fiscal de référence (RFR) doit être inférieur ou égal à 37 196 € pour une personne seule.
D’autres aides sont disponibles pour les véhicules Gaz à hydrogène, mais aussi les véhicules 100 % électrique dotés d’une pile à combustible hydrogène.
Avant toute chose, vous devez impérativement envoyer votre courrier avant de signer un contrat pour bénéficier de l’offre.

Dans la métropole de Rouen, la ville d’Elbeuf, le stationnement est entièrement gratuit pour tous les véhicules électriques en voirie publique. Et ce n’est pas tout ! Il n’y a pas que le stationnement qui soit gratuit, la recharge l’est également ! Elle est prise en charge par la région Rouen Normandie. Pour cela, il vous faudra faire l’acquisition d’un badge Creavenir qui vous permettra l’accès aux bornes de recharge.
Il est très facile d’en faire la demande. Il vous suffit de vous munir :
- De votre permis de conduire
- De la carte grise de votre véhicule électrique
- De votre pièce d’identité
- Vos coordonnées téléphoniques
- Vos coordonnées postales
- Vos coordonnées courriel.
Une fois la demande faite, il vous faudra la récupérer dans l’un des sites d’accueil de la métropole disponible sur le site internet : Métropole Rouen Normandie.
En ce qui concerne le stationnement gratuit, il vous faudra référencer votre véhicule auprès de LAPI ( la Lecture Automatique des Plaques d’Immatriculation )
Pour cela, rendez-vous sur le site Payer mon stationnement et inscrivez-vous.
Il vous faudra ensuite fournir les pièces suivantes :
- Pièce d’identité
- Carte grise du véhicule immatriculé à votre nom et à votre adresse de domicile
Que vous soyez un établissement public, une entreprise ou un particulier, il vous faudra observer vos besoins avant d’installer une quelconque borne de recharge.
Étudier vos besoins en puissances
Si vous êtes une entreprise ou un établissement public, votre future borne de recharge se verra utiliser de nombreuses fois par tout type de véhicules en un très court laps de temps. Elle répondra également à un fort besoin que ce soit de la part de vos employés ou simplement des usagers. Pour contrer cette demande, nous vous recommandons de recourir à des bornes de recharge rapide allant de 22 à 100 kW. Cela permettra d’assurer une circulation des véhicules électriques plus efficace qu’avec des bornes de recharge allant de 7,4 kW à 22 kW.
Si vous êtes un particulier qui souhaitez recharger votre véhicule pendant la nuit notamment, une simple borne de 7,4 kW ou de 11 kW fera amplement l’affaire.
Where should you place your bollard?
Autre point à ne pas négliger, la localisation de la borne. Si vous souhaitez installer une borne de recharge en tant que collectivité normande, vos bornes de recharge ont de fortes chances d’être placées en extérieur, en voirie ou parking. Dans ce cas, vos bornes devront être aux normes de sécurité, afin de résister aux chocs et aux conditions météorologiques. Pour être placé en extérieur vos bornes devront être au minimum aux normes IK08 and IP55.
Whether at work, in public or at home, having a connected recharging point can add value. Connectivity is an increasingly important part of our daily lives. Connected charging points are relatively expensive, but can be very profitable.
These terminals allow you to :
- Track your electricity consumption
- Some allow you to configure the charging point to charge only during off-peak hours
- Block foreign users from recharging (you never know)
- Automatically manage recharge power to avoid overcharging and blowing fuses
Load shedding regulates the power drawn by the terminal according to the power available on your network.
Among other things, it becomes necessary on certain installations where the subscribed power is insufficient to support the consumption of the terminal. We recommend that you include this option, particularly if you are a private individual.
As with any installation of a recharging point in a company or local authority/public institution, you are entitled to assistance from ADVENIR.
In order to benefit from the Grant ADVENIRYou'll need to take out Supervision, Subscription and Maintenance options. These options will guarantee the charging point a certain lifespan. To qualify for the ADVENIR bonus, you'll also need to choose a certified installer and hire an IRVE-qualified electrician. The administrative procedures are fairly lengthy, but don't panic! Beev will take care of it for you!
To qualify for the bonus ADVENIRIn order to charge your vehicle, you need to install one or more recharging points in a private car park or one that is open to the public (customers, visitors, suppliers, etc.).
Bonus ADVENIR covers supply and installation costs up to 30 % for car park charging points private open to the public and for the intermediate target. The maximum amounts of aid, excluding VAT, vary according to the theoretical maximum recharging power of the equipment installed.
If the applicant is a company, the scale is as follows:
If your company is eligible, you may qualify for a subsidy. This aid can only be applied on condition that your employees benefit from this offer during their working hours.
Please note: to obtain this local grant, your company must comply with the conditions of the national programme ADVENIR :
- For the private car parks for HGV fleets A rate of aid of 50 % and an amount set between €2,200 and €960,000 excluding VAT,
- For the private car parks open to the public A rate of aid of 30 % and an amount set between €1,000 and €2,700 excluding VAT,
- For the car parks open to the public (intermediate target) A rate of aid of 30 % and an amount of €1,000 excluding VAT,
- For the fleets and employees of short-term hire companies A rate of aid of 20 % and an amount set at €600 excluding VAT.
IMPORTANT: these bonuses for charging points open to the general public in private car parks and for intermediate target groups (hotels, restaurants and shops), will be withdrawn from the ADVENIR programme on 1 August 2023.
Individuals living in condominiums can also benefit from the ADVENIR bonus. Depending on the type of use chosen, the amounts and rates of assistance will vary. Here is the scale:
Depending on the type of use (individual or collective use), the amount and rate of aid per recharging point may vary:
- For individual use 50 % in aid rate and a ceiling of €960 excluding VAT per recharging point,
- For shared use 50 % in aid rate and a ceiling of €1,660 excluding VAT per recharging point,
- For collective infrastructure in condominiums 50 % rate of aid to cover infrastructure costs and a ceiling of €3,000 excluding VAT per recharging point for outdoor roadworks.
If you live in detached house and want to install a recharging point at your home, they will be entitled to MaPrimeRénov'.
In addition, thanks to the collaboration between Advenir and the employers' organisation MobiliansAdvenir has set up financial assistance for automotive service professionals. To find out more, take a look at this article article on support for the installation of bollards.
With the MaPrimeRénov' tax credit, you can get a tax rebate on the purchase of an electric charging point for expenditure incurred up to 31 December 2025.
Unlike the CITE, the tax credit granted with MaPrimeRénov' is available for installations carried out on primary and secondary residences!
The amount of the tax credit for the installation of an electric vehicle charging point is :
- 500 per charging system for a connected charging point
- 300 per charging system for a non-connected charging point, with or without load shedding
You should be aware that the authorities may take back the tax credit if, after receiving it, you are reimbursed for the installation costs within 5 years. The tax credit cannot be reclaimed following a claim.
There is no universal criterion that will enable you to choose your service provider with certainty. However, it is important to take at least one criterion into account: certification. To qualify for ADVENIR aid, the service provider responsible for the installation will have to be IRVE certified. This certification not only gives you access to ADVENIR aid, it also guarantees quality. It's a guarantee that the work will be carried out properly.
