Since 2020, Lyon has wanted to develop a low-emission zone and tighten the legislation surrounding it. Several European cities have already introduced this system, including Barcelona, which has banned all polluting vehicles to combat pollution.

Grants for buying an electric car in Lyon as a private individual

You can benefit from a wide range of grants if you buy an electric car in Lyon as a private individual.

Ecological bonus

The ecological bonus has changed! With changes scheduled for 1 January 2023, the ecological bonus has been reduced from €6,000 to €5,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.

Conversion premium

You can also take advantage of the conversion allowance of up to €5,000, depending on your household income. The conversion allowance is a government subsidy which, depending on your household income, enables you to scrap your old car and buy a less polluting model, in return for financial assistance.

Grants for buying an electric car in Lyon as a business customer

Any company (not individuals) in the category of micro, small and medium-sized enterprises (SMEs), with a registered office, establishment or branch in the Greater Lyon area.

The company must : 

  • Employ fewer than 250 people
  • Annual sales must not exceed €50 million 
  • Its balance sheet must not exceed €43 million

Regional aid

In addition to the ecological bonus and the conversion premium, you can also benefit from aid from the Greater Lyon metropolitan area for professionals. This aid amounts to €6,000 for electric cars and vans.

The aim of the département's support for the purchase of an electric vehicle is to speed up the replacement of the Paris region's car fleet with clean vehicles. It complements the conversion bonus introduced by the government.

How do I apply for assistance from Greater Lyon?

If you meet all the conditions, you can start preparing your application. You can apply online here. You will need to upload each document in PDF format in the box provided.

Prior to any acquisition, the beneficiary must first apply for aid from the Lyon Metropolitan Area by submitting a complete aid application file.

  • The application form includes : The application form for financial assistance for the purchase of clean vehicles, duly completed and accompanied by various supporting documents
  • Company details: extrait K Bis
  • Bank details (RIB)
  • Copy(ies) of the car dealer's quotation for each vehicle.
  • The quotation must be dated after the date on which this scheme comes into force.
  • For long-term leases of 36 months or more: a copy of the lease offer. The date of the offer must be after the date on which this scheme comes into force. 
  • Where applicable, the contract, for a minimum of two years, either for the supply of "green" gas (benefiting from guarantees of origin) or for the supply of "green" electricity.

Once the application has been examined and approved by the Lyon Metropolitan Council's Standing Committee, the applicant will receive an agreement by post notifying the Lyon Metropolitan Council's commitment to pay the corresponding aid.

The total amount of aid will be paid to the beneficiary on presentation of copies of the following supporting documents:

  • A receipted invoice or rental contract signed by both parties.
  • Registration certificates for each subsidised clean vehicle.
  • Photos of each clean vehicle subsidised under this scheme.

Buying an electric car in Lyon

To buy a new electric car, you need to make sure that you meet the conditions for obtaining a loan, long-term hire (LLD) or lease with option to buy (LOA).

  • You are over 18
  • You are not registered with the Banque de France    
  • Your debt ratio does not exceed the regulatory 33%
  • You have completed your trial period

  • 2035 or 2042 return (self-employed professionals)

Documents required for private individuals

The documents you need to apply for credit or a LOA/LLD for your electric car :

  • A copy of your last three payslips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
  • A copy of your identity document, either a National Identity Card or a valid passport.
  • Proof of address less than 3 months old. This can be a gas, electricity or telephone bill (even a mobile phone bill), a rent receipt or a property deed.
    A bank details form (RIB).
  • A signed and completed cheque for the first instalment of your rental schedule. Payment of the first instalment will only be made on receipt of the vehicle.

How do you calculate your debt ratio?

The debt ratio must not exceed 33% of net household income. In other words, a banker or banking institution will only accept your application if you can prove that your fixed costs do not exceed 33% of your net income. 

Parking your electric car in Lyon

In Lyon, the city council has introduced preferential rates for residents who own an electric or hybrid car for €20/year, compared with €40/year for a combustion vehicle. The map of car parks in Lyon can be found at here.

What documents are required?

To benefit from the Lyon City Hall card, you must send :

  • Vehicle registration document
  • Council tax (rental lease or notarised deed of ownership if you have been resident for less than a year)
  • Proof of address less than 3 months old (electricity, gas, landline telephone, internet or water bill)
  • If you are renewing, the number of your previous parking sticker.
  • If your vehicle is rented in private leasing or professional leasing (LLD or LOA), the leasing contract
  • If your vehicle is a company car, a certificate from your employer stating your name and certifying that the vehicle is being used by the employee on a personal basis.

Charging your electric car in Lyon

In the Lyon metropolitan area, you can use the BlueLy charging network if your electric vehicle is compatible. The charging cable must be long enough to allow you to charge your vehicle while complying with parking regulations. 

What's more, your vehicle must be compatible with the Bluely network's charging points and you must have an adapter if your vehicle is fitted with a T2 socket.

In 2013, the Bluely service, an initiative of the Lyon metropolitan authority, was introduced. The city commissioned electric cars from the Bolloré Group to create a car-sharing service in the city. Initially launched in Lyon and Villeurbanne, the service was extended between November 2014 and April 2015 to neighbouring municipalities: Bron, Champagne-au-Mont-d'Or, Caluire-et-Cuire, Tassin-la-Demi-Lune, Écully, Oullins, Vénissieux, Vaulx-en-Velin and Sainte-Foy-lès-Lyon.

Although the service had 11,800 subscribers since its launch, it will end on 31 August 2020 due to the lack of profitability caused by the health crisis.

From now on, motorists can recharge their electric vehicles 24/7 using the IZIVIA Grand Lyon network.

Which sockets are accepted at IZIVIA Grand Lyon?

The charging stations in the IZIVIA Grand Lyon network are compatible with all electric vehicles on the market. Plug-in hybrid vehicles can also be connected to certain charging points in the IZIVIA Grand Lyon network.

T2 sockets, CHAdeMO, CCS Combo and domestic services are available on the IZIVIA Grand Lyon network.

Good to know: the prices shown include VAT. What's more, charging is billed by the minute, based on the time you are connected to the charging point. So remember to disconnect your vehicle from the charging point when it has been sufficiently recharged.

Parking spaces for recharging your vehicle are free of charge and there is no time limit. Parking without a recharging session may be penalised by the local authorities.
