The ADVENIR programme

Le Advenir programmelaunched in 2016 and managed by Avere-Franceis designed to support the deployment of charging infrastructure for electric vehicles in France. A benefit in kind is considered to exist when the employer provides an electric charging point for employees' personal vehicles or those supplied by the company. This facility enables employees to recharge their electric vehicles for non-business purposes at no extra cost.
What is the impact on the company?
The preferential social security arrangements applicable to NEAs for electric vehicles and charging points have been extended until 31 December 2024. This means that benefits in kind linked to the provision of electric vehicles and charging points by employers benefit from a partial exemption from social security contributions, subject to certain conditions.
Where the recharging point is installed at the workplace, the benefit in kind resulting from the employee's personal use of it is not taken into account when calculating social security contributions.
What is the impact on the employee?
Employees benefit from partial exemption from taxation on benefits in kind linked to the use of charging points for their electric vehicles, making this benefit more attractive. For electric vehicles made available, an allowance of 50% is applied, up to a maximum of 1,800 euros per year.
If the employer pays for the installation of a terminal at the employee's home, the benefit in kind is assessed differently depending on whether the terminal is returned or kept at the end of the employment contract. The cost of installation and purchase paid by the employer is exempt from social security contributions up to a limit of 50% of expenditure, up to a maximum of €1,000 or €1,500 if the terminal is more than five years old.
NOTES FROM 1ᵉʳ JANUARY 2025, FREE CHARGING OF ELECTRIC VEHICLES AT WORK WILL NO LONGER BE AVAILABLE TO EMPLOYEES.
It should be noted that the employer's contribution towards the costs of using the terminal (servicing, maintenance, additional cost of electricity subscription) is also excluded from the basis for social security contributions, up to a limit of 50% of real expenditure that the employee should have incurred.

How do you calculate the benefits in kind for a home charging point?
When calculating the benefits in kind for a home charging point, there are two possible scenarios:
- Let's imagine that an employer installs a recharging point at an employee's home for €2,000. If the employee keeps the charging point after the end of their contract within the first five years, the benefit in kind could be calculated on the basis of 50% of the costs, i.e. an exemption limited to €1,000.
- If the terminal is more than five years old and is kept by the employee, and if it costs €2,000 to install it, the exemption could be 75% of the costs, with a ceiling of €1,500.
