Charging station obligations for local authorities and public bodies
Local authorities and public institutions are faced with increasingly stringent obligations when it comes to installing charging points for electric vehicles. These obligations are part of a general drive to develop electric mobility and reduce our carbon footprint.
The main obligations are as follows:
- Pre-equipment of car parks : New or renovated buildings must be pre-equipped with charging points, whether they are car parks for employees or for the public. This obligation has been in place since 2012.
- Quotas of reserved places : For car parks with more than 40 spaces, a certain percentage of spaces must be reserved for electric charging points. This percentage varies according to the type of activity (tertiary, industrial, public service).
- One recharging point for 20 spaces : From 2025, the Climate and Resilience Act will require all non-residential car parks, whether private or public, to be equipped with one recharging point for every 20 spaces. This obligation also applies to car parks that are delegated, managed or contracted out.
- Fleet renewal : Local authorities must gradually renew their vehicle fleets, giving priority to electric vehicles. Quotas are set each year: 30% minimum in 2024, 40% minimum in 2025, and 70% in 2030.
The French Law on Mobility (Loi d'Orientation des Mobilités - LOM) has clarified and strengthened the obligations regarding the installation of charging points for electric vehicles in local authorities and public establishments.

Main financial aid scheme
- Covers between 20% and 50% of installation costs depending on the type of beneficiary.
- Amounts vary according to the type of project:
◦ Up to €2,700 excluding VAT per recharging point for car parks open to the public
◦ Up to €600 per recharging point for company fleets and employees.
Local aid
In addition to national grants such as the ADVENIR bonus, some local authorities (communes, regions, départements) offer specific subsidies for the installation of electric charging points. These local subsidies vary from region to region, and can often be combined with national subsidies.
- Examples of Local Aid
1. Normandy region:
◦ Offers assistance of 30 % of the amount excluding tax for the purchase and installation of a home charging point.
2. Grand Est region :
◦ Subsidises up to 70 % of the pre-tax price of the charging point, with a ceiling of €1,300 per charging point.
- Eligibility Criteria
To qualify for these grants, the charging points must generally comply with certain standards, such as IEC 62196-2 and Directive 2014/94/EU on the deployment of infrastructure for alternative fuels.
NB: We recommend that you contact your local authorities (town hall, regional council, etc.) to find out about the specific support available in your region or town and the steps you need to take to qualify.
Other aid available
- Tax credit of €500 per controllable terminal for private individuals.
- VAT reduced to 5.5% on installation.
- Specific calls for projects from ADEME, such as for heavy electric vehicles.

To qualify for this aid, the system generally has to be installed by an electrician who is IRVE (Infrastructure de Recharge pour Véhicules Électriques) certified.

The price of the bollard depends on a number of factors, including :
- use of the terminal

On average, installing a recharging point will cost between €1,300 and €5,000 for points supplying between 7.4 and 22 kWh.
As prices vary from case to case, you can contact our experts to find out the fixed price for your project.
While some sites offer recharging to users, it is possible to charge for recharging in order to obtain a return on investment.
There are no predefined rules, but in general there are two possibilities:
- Time-based invoicing helps to limit the number of "buffer" vehicles that remain connected when they have finished "topping up" their battery.
- kWh billing is recommended to avoid penalising users whose vehicles recharge more slowly.
If your aim is to encourage the residents of your town to switch to electric vehicles, and to greener mobility in general, then we suggest that you don't charge for recharging.
On the other hand, if you are responding to demand from your residents, we recommend that you charge for recharging, using an incentive-based pricing system.
The installation process will therefore involve several stages:
- Choice of locations for charging stations, after discussion with the public electricity network operator, to increase the efficiency of station location.
- Choose the type of chargepoint to be installed: normal or rapid chargepoint (or both)
- Set up a consultation process to select one or more service providers.
- Design and execution of civil and electrical engineering works
- Connection to the electricity network and issue of the electrical Consuel by the inspection office
If you want to launch a public tender, the mistake not to make is not to find out which companies in the directories are eligible for the innovative process.
Pooling the costs of public procurement contracts: it is more complicated to choose a single service provider for each lot.

There are two main approaches to controlling access to charging stations:
For private charging points (in businesses or condominiums), the use of RFID badges is an effective solution. These badges enable authorised users to be authenticated before they are given access to the recharging service, thereby ensuring security and facilitating billing management. Users generally obtain their badges from the fleet manager or building manager.
For public pay stations, the integration of control and management solutions via mobile applications or web platforms is preferred. These tools enable users to locate kiosks, reserve slots, monitor availability in real time and manage payment seamlessly. These systems simplify access for users while optimising the use and maintenance of recharging infrastructures.
