Why are public institutions installing charging points?

Public institutions should set an example by equipping themselves with recharging points for their vehicles. electric vehicles. It is clear that the public network of chargepoints remains fragmented and insufficient to meet the growing needs of ecomobilists. As public players in the region, their role in the automotive and energy transition is undeniableThis transition is revolutionising practices and customs.


By developing a network of charging stations for electric vehicles, they are contributing not only to reducing greenhouse gas emissions, but also to improving the quality of life of their residents. Their commitment and investment in this infrastructure are essential if we are to make a success of the energy transition.

But how can this be done, who will be responsible, and at what cost?

Charging station obligations for local authorities and public bodies

Local authorities and public institutions are faced with increasingly stringent obligations when it comes to installing charging points for electric vehicles. These obligations are part of a general drive to develop electric mobility and reduce our carbon footprint.

The main obligations are as follows:

  • Pre-equipment of car parks : New or renovated buildings must be pre-equipped with charging points, whether they are car parks for employees or for the public. This obligation has been in place since 2012.
  • Quotas of reserved places : For car parks with more than 40 spaces, a certain percentage of spaces must be reserved for electric charging points. This percentage varies according to the type of activity (tertiary, industrial, public service).
  • One recharging point for 20 spaces : From 2025, the Climate and Resilience Act will require all non-residential car parks, whether private or public, to be equipped with one recharging point for every 20 spaces. This obligation also applies to car parks that are delegated, managed or contracted out.
  • Fleet renewal : Local authorities must gradually renew their vehicle fleets, giving priority to electric vehicles. Quotas are set each year: 30% minimum in 2024, 40% minimum in 2025, and 70% in 2030.

The French Law on Mobility (Loi d'Orientation des Mobilités - LOM) has clarified and strengthened the obligations regarding the installation of charging points for electric vehicles in local authorities and public establishments.

Obligations Détails

Pre-equipping new buildings

Non-residential buildings for which planning permission is granted after 11 March 2021 must be pre-equipped with charging points.

Quotas of equipped seats

For existing buildings :

 
- From 1 January 2025: One recharging point for every 20 parking spaces (at least one space accessible to people with reduced mobility).


- Percentage of spaces equipped : Specific quotas apply depending on the type of building (commercial, industrial, retail, etc.).

Minimum power

Charging points must have a minimum output of 7 kW to ensure efficient charging.

ADVENIR Bonus

Main financial aid scheme

  • Covers between 20% and 50% of installation costs depending on the type of beneficiary.
  • Amounts vary according to the type of project:

                ◦ Up to €2,700 excluding VAT per recharging point for car parks open to the public

                ◦ Up to €600 per recharging point for company fleets and employees.

Local aid

In addition to national grants such as the ADVENIR bonus, some local authorities (communes, regions, départements) offer specific subsidies for the installation of electric charging points. These local subsidies vary from region to region, and can often be combined with national subsidies.

  • Examples of Local Aid

1. Normandy region: 

      ◦ Offers assistance of 30 % of the amount excluding tax for the purchase and installation of a home charging point.

2. Grand Est region :  

      ◦ Subsidises up to 70 % of the pre-tax price of the charging point, with a ceiling of €1,300 per charging point.

  • Eligibility Criteria

To qualify for these grants, the charging points must generally comply with certain standards, such as IEC 62196-2 and Directive 2014/94/EU on the deployment of infrastructure for alternative fuels.

NB: We recommend that you contact your local authorities (town hall, regional council, etc.) to find out about the specific support available in your region or town and the steps you need to take to qualify.

Other aid available

  • Tax credit of €500 per controllable terminal for private individuals.
  • VAT reduced to 5.5% on installation.
  • Specific calls for projects from ADEME, such as for heavy electric vehicles.

Key points: 

  • The ADVENIR premium is no longer available.
  • In general, these grants can be combined.
  • We recommend that you contact your local authorities to find out about the specific support available in each area.

To qualify for this aid, the system generally has to be installed by an electrician who is IRVE (Infrastructure de Recharge pour Véhicules Électriques) certified.
