An electric car for €100 a month?
As stated in the preamble, in his election programme for 2022, Emmanuel Macron pledged to make electric cars more accessible via a form of leasing, with or without purchase option.
The aim? To set a monthly rental charge of €100, although this can be lower for economical vehicles. Assistance with electric car leasing via leasing for a minimum period of three years. Vehicles require monthly payments of up to €100, except for family configurations where the threshold is €150.
This social leasing in question :

What's more, the government allows up to 12,000 km per year to be covered at no extra cost. Beyond this distance, the lessor may increase the rent.
Good to know : Stellantis declares a limit of 15,000 km per year free of charge for its models Peugeot, Citroën, Opel, Fiat and Jeep.
What does the State insure?
If the agreed delivery date is not met, the government will terminate the agreement free of charge after 14 days' delay, until the vehicle has been delivered. For your information death, disability and loss of employment insurance is included in the monthly rent of €100This will require beneficiaries to sign up to the scheme.
A contrario, car insurance will not be covered and will be the lessee's financial responsibility. What's more, maintenance is not included in the contract, unless it is offered by the lessor as an option. This will have an impact on the monthly rent, which could exceed €150.
In addition, as part of this social leasing, the State pays the first rentThis makes it even easier for low-income households to gain access. To do this, it grants a total aid of up to €13,000including the €7,000 environmental bonus dedicated to low-income households.
However, the conversion premium is not compatible with this type of leasing.
What are the conditions?
To access this rental assistance, the following criteria must be met:
- be of legal age,
- be resident in France,
- have a tax income per unit of less than €15,400.
- For a couple with children, this is equivalent to around €3,300 net per month.
- a single person earning the minimum wage is eligible.
In addition, one of the following conditions must be met:
- live more than 15 kilometres from their place of work and use their own car to get there,
- drive more than 8,000 kilometres a year for work purposes in their own car.
- If you work for a company, you must obtain a certificate from your employer to prove the distance travelled.
- If you are not employed, you must submit a statutory declaration and proof of membership of an active social security scheme for the current year.
The booking platform is finally open!
The registration platform was activated on 14 December, enabling orders to be placed from 1ᵉʳ January 2024 onwards at my-social-leasing.gouv.fr. If eligible, approved hire companies will take over from them. The contract will be signed directly with the hire company.
Naturally, with such a tempting formula, the triumph was instantaneous. To put this briefly into context, the government had planned limited support for social car leasing. But as mentioned earlier, only 20,000 to 25,000 applications were expected by 2024.
As a result, on 7 January, Agnès Pannier-Runacher (Minister for Energy Transition) revealed in "La Tribune Dimanche" that there had been more than a million visits to the social leasing website, in the first week of January.
"More than 80,000 people requested a callback as soon as the first contracts became available".
The main reason lies in the cost of this initiative: the budget allocation for social leasing in 2024 is €300 million, enabling 23,000 vehicles to be supported to the tune of €13,000 each.
In short, its ability to respond favourably to all requests remains uncertain due to budgetary constraints. A preliminary selection of applications is therefore required. According to the Minister, individuals who link their job to their vehicle will be given priority.
But don't get formal! The government plans to increase this envelope by 50,000 by 2025.
