Reinforced EPZs
Since the rise in popularity of the electric vehicle, the introduction of Low Emission Zones (ZFE ) has been increasingly reinforced. Introduced in 2015 in the cities most prone to pollution, these restrictions are being further tightened in 2017 and 2019, to the point where vehicles categorized as Unclassified, Crit'Air 5 and Crit'Air 4 are no longer allowed access.
The restriction of these two categories will come into force on June 1, 2021, for the Paris region.
In addition, the Climate and Resilience Act of August 22, 2021 transferred the competences and prerogatives related to the Low Emission Zone to the President of the Greater Paris Metropolis.
On July1, 2022, the Conseil de la Métropole du Grand Paris adopted a resolution postponing the next stage of the low-emission zone by one year, to July1, 2023.
In 2024, these regulations will be affected by a number of changes:
- Postponement of the Crit'Air 3 stage: Initially, the traffic restriction for Crit'air 3 vehicles was planned, but this stage was postponed to January 1, 2025 by the Greater Paris Metropolitan Council in July 2023. This decision was taken in view of certain conditions, notably the introduction by the State of a guaranteed zero-rate loan and an automated control-sanction system.
- Zero diesel target: There was a target of achieving zero diesel in Paris by January 1, 2024. However, according to information from Le Monde, this target will not be met as originally planned.
- Fines for offenders: From the second half of 2024, violators of EPZ rules will be liable to a Class 3 fine, which can be up to a maximum of 68 euros according to the French Minister for Ecological Transition, Christophe Béchu.
- Restrictions postponed to 2025: Certain restrictions on polluting vehicles have been postponed to early 2025, as the metropolis deemed it impossible to introduce a ban any earlier.
Each time there is a change, the Town Hall launches a consultation process in which the public can participate and share its point of view.
The latest consultations took place on July 10, 2023 at the Ministerial Committee on Urban Air Quality.

The EPZ is intended to be strengthened over time. The City of Paris and the Metropole of Greater Paris have included targets for 2023, 2024 and 2030 in their respective climate-air-energy plans:
- Restriction to Crit air 3 vehicles in 2023;
- Restriction of traffic to Crit'air 2 vehicles (i.e. diesel vehicles in particular) as of January1, 2024 and no more Parisians exposed to exceedances of European limit values;
- 100% clean vehicles by 2030 and compliance with WHO guide values for all pollutants.
Free parking
Today, priority is given to clean mobility.
To encourage the use of electric vehicles, in the Paris region and in some French cities, parking is totally free. For residents and visitors alike. Provided, of course, that you own a clean vehicle or one emitting less than 60g of CO2 per kilometer.
However, to benefit from these advantages, you must be registered in the town hall's database as a member of the virtual card. "low-emission vehicle. You will then be able to park up to :
