An electric car for €100 a month?
As stated in the preamble, Emmanuel Macron pledged in his election program for 2022 to make electric cars more accessible via a form of leasing, with or without the possibility of purchase.
The objective? Set a monthly rent of €100, although this can be lower for economical vehicles. Assistance with leasing of electric cars via leasing extends over a minimum period of three years. Vehicles require monthly payments capped at €100, except for family configurations where the threshold is €150.
This social leasing in question:
- applies to new and used vehicles first registered less than 3? years ago,
- Gasoline-powered vehicles converted to electric power ( battery or fuel cell) within the last 3? years are also included.
- offers a location of at least 3 years, with the possibility of one extension (i.e. a maximum of 6 years)
- offers a choice of long-term leasing (LLD) or a lease with purchase option (LOA), which allows you to purchase the vehicle at the end of the contract.
What's more, the government authorizes coverage of 12,000 km per year at no additional cost. Beyond this distance, the lessor may increase the rent.
Good to know Stellantis declares a limit of 15,000 km per year free of charge for its models Peugeot, Citroën, Opel, Fiat and Jeep.
What does the State insure?
In the event of failure to meet the agreed delivery date, the government will terminate the agreement free of charge after 14 days' delay, until the vehicle has been delivered. Please note that death, disability and job loss insurance is included in the monthly rental charge of €100.This is a condition of membership of the scheme.
On the other hand car insurance will not be covered and will be the lessee's financial responsibility. What's more, maintenance is not included in the contract, unless it is offered by the lessor as an option. This will have an impact on the monthly rent, which could exceed €150.
What's more, as part of this social leasing scheme, the State pays the first rentwhich is often high, further facilitating access for low-income households. To this end, it grants assistance of up to €13,000including the €7,000 environmental bonus dedicated to low-income households.
However, the conversion premium is not compatible with this type of leasing.
What are the conditions?
To access this rental assistance, the following criteria must be met:
- be of legal age,
- be resident in France,
- have a taxable income per unit of less than €15,400.
- for a couple with children, this is equivalent to around €3,300 net per month.
- a single person earning the minimum wage is eligible.
In addition, one of the following conditions must be met:
- live more than 15 kilometers from the workplace and use their own car to get there,
- drive more than 8,000 kilometers a year on the job in his or her own car.
- If you work for a company, you must obtain a certificate from your employer to justify the distance travelled.
- If you are not employed, you must submit a statutory declaration and proof of affiliation to an active social security scheme for the current year.
The booking platform is now open!
The registration platform was activated on December 14, allowing orders since January 1ᵉʳ, 2024 on mon-leasing-social.gouv.fr. If eligible, approved leasers will take over to meet demand. The contract will be made directly with the rental company.
Naturally, with such a tempting formula, the triumph was instantaneous. For a brief context, the government had projected limited support for social vehicle leasing. But as previously mentioned, only 20,000 to 25,000 applications were planned for 2024.
As a result, on January 7, Agnès Pannier-Runacher (Minister for Energy Transition) revealed in "La Tribune Dimanche" that there had been more than a million visits to the social leasing site, in the first week of January.

The main reason lies in the cost of this initiative: the budget allocation for social leasing in 2024 is €300 million, enabling 23,000 vehicles to be supported to the tune of €13,000 each.
