In response to the urgency of the climate issue and the deployment of eco-mobility, the French government has introduced a number of measures to accelerate the energy transition. Between constraints and opportunities for professionals, the regulatory framework is constantly evolving. Since the entry into force of the the LOM law (Mobility Orientation Act) came into force in 2019, the installation of charging stations for electric vehicles has been eligible for subsidies. In 2023, the Advenir grant allocation program will be less generous for companies. The Advenir program for businesses: what changes in 2024?

The Advenir program, crucial for supporting the installation of electric vehicle charging stations in France, is evolving in 2024. These changes bring new opportunities for companies, while reflecting the country's energy transition objectives. 

What are the new criteria to qualify for the Advenir bonus in 2024?

From June 30, 2023, the Advenir program has tightened its eligibility criteria, now focusing exclusively on automotive services and short-term vehicle rental companies. This decision targets key sectors for accelerating the adoption of electric mobility in France: 

For automotive service professionals, the amount of the premium varies according to the use of the charging points:

  • For fleets and employees: coverage of 25% of pre-tax costs, capped at €750 per recharging point.
  • For points open to the public: a subsidy of 50% of costs, with a ceiling ranging from €1,700 to €7,500 depending on power.

For short-term rental companies, the subsidy represents 20% of the cost excluding tax, limited to €600 per recharging point.

In addition, the program has been extended to include a subsidy for the installation of charging stations for heavy goods vehicles, covering 50% of costs, with a ceiling ranging from €2,200 to €960,000 depending on power. In addition, benefits in kind linked to the provision of electric vehicles and charging stations by employers have been extended until December 31, 2024.

The end of the program Charging point open to the public in a private parking lot

The "Charging point open to the public in private parking lots" program will be discontinued in 2024. As of June 30, 2023, projects to install charging points open to the public in private parking lots will no longer be supported by Advenir, and any premium applications not signed by this date will not be covered by the program.

A special bonus for automotive service professionals

Advenir has joined forces with Mobiliansthe formerCNPA (Conseil National Professions Automobiles), to develop a new subsidy program targeting automotive service professionals.

The latter can benefit from financial assistance for theinstallation of charging points for professionals in their private parking lots, whether open to the public or not. 

The amounts and ceilings associated with this subsidy depend on whether the parking lot is open to the public or not:

  • For use restricted to the fleet and employees: the rate of assistance is 25% of the total cost of the project, capped at €750 excluding VAT.

  • For car professionals who open their private parking lots to the public, the maximum amount of aid is correlated to the power of the infrastructure:

How can I benefit from the Advenir program?

Choose an IRVE-certified installer

Look for an IRVE (Infrastructure pour la Recharge de Véhicules Électriques) certified installer in your area and then contact him/her to obtain a quote and arrange an installation date.

Apply for a grant

Your installer will take care of compiling the technical documents required to apply for a grant. You can follow the progress of your application on the mon.advenir.mobi platform. You can also estimate the amount of your grant using the Advenir tool or the Beev grants and subsidies simulator.

Keep supporting documents

Once the work has been completed, keep all invoices in a safe place and download supporting documents from your personal space on the mon.advenir.mobi platform.

Receive the bonus

It takes between 3 and 6 months to process a complete application. In addition, the premium is transferred on average 45 days after final validation of the application.

Please note that the subsidy is 50% of the installation cost, excluding VAT, with a ceiling of €960 excluding VAT per charging point. The subsidy is available to individuals and condominiums for the installation of charging points in primary or secondary residences.

Benefits in kind: scheme extended to end 2024

Benefits in kind (BIC) are a tax-free scheme that enables employers to grant a number of advantages to their employees, over and above their remuneration. This includes the provision of charging stations for personal or business vehicles (in the "vehicle benefit in kind" section). The good news is that the NEA has been extended by decree until the end of 2024.

However, new conditions apply according to theorder of December 26, 2022. When an employer decides to partially or fully finance theinstallation of a charging station at an employee's home, there are a number of different situations:

  • If the provision of the terminal ceases at the end of the employee's employment contract, "the cost is excluded from the basis for social security contributions". The employee is therefore not required to pay contributions in proportion to the employer's contribution.
  • If the terminal is not recovered by the employer at the end of the employment contract, "the cost is excluded from the basis for social security contributions up to a maximum of 50% of the actual expenditure that the employee would have incurred for the purchase and installation of the terminal, capped at 1,000 euros". For bollards installed more than 5 years ago, the limits are raised to 75% of actual expenses, up to a maximum of 1,500 euros.

With regard to other costs incurred by the use of a home charging station, such as maintenance of the station, "the cost is excluded from the basis of assessment for social security contributions up to a limit of 50% of the actual expenses that the employee would have had to incur".

Please note that electricity costs are not included in the AVE scheme.

Community support

In some regions, local authorities have set up grants for the installation of charging stations to support the energy transition. The application and associated procedures must be carried out by the company itself. The following subsidies have been renewed for 2023:

The program to support the installation of charging stations for businesses in the Grand Est region.

Candidates eligible for this assistance are :

  • Companies registered with the Registre du Commerce et des Sociétés (RCS) and located in an urban area of 100,000 inhabitants or less. Their parking lots may be open to the public or used exclusively by employees and for recharging the vehicles in their fleets.
  • restaurants, hotels and tourist establishments registered with the RCS, provided that therecharging infrastructure is made available to customers.
  • associations

The rate of assistance is increased to 50% of the project cost (including equipment, installation and any roadworks), with a ceiling of €1,000 per charge point. This subsidy can be combined with the national Advenir scheme for companies benefiting from it.

Please note that assistance is limited to the deployment of 1,000 infrastructures. Applications can be submitted online, on the dedicated website.

L'aid for the installation of charging stations from the Occitanie region

The Flexitanie project project, to be launched in 2021, provides financial assistance to companies throughout the Occitanie / Pyrénées-Méditerranée region for the deployment of :

  • smart charging stations (V1G )
  • bi-directional Vehicle To Grid (V2G) terminals 

Eligible beneficiaries are companies, associations, local authorities, public establishments and social landlords. Aid is capped at €3,000 for a two-way charging station and €1,500 for a smart charging station.

The subsidy application must be drawn up by the company and sent by post to the President of the Regional Council. It must be accompanied by several quotations from the companies contacted to carry out the work (IRVE-certified electrician and, where applicable, civil engineering companies). This financial assistance is limited to 50 two-way charging stations and 100 intelligent charging stations.

To optimize the cost of your project, it's essential to make the right choices, both in terms of charging station models and layout.
