Toulouse, as well as being the pink city, now aspires to soon become the green city. In recent years, this city has developed a strong interest in reducing pollution on its streets. At least, this was one of the themes addressed at the Zéro Carbone event held on December 14, 2020.

What's new in Toulouse on January 1, 2023

In addition to the above, it's important to mention the city's fight against air pollution. To this end, a "low-emission zone", or ZFE, was created in the spring of 2021, covering the entire city of Toulouse and the western ring road.

The deployment of the EPZ is gradually being extended, to give owners of the most polluting cars enough time to retrofit their vehicles or engines.

Toulouse metropole has announced changes from January 1, 2023 for the ZFE-m in Toulouse and part of Tournefeuille and Colomiers : 

  • Polluting gasoline-powered (registered before 1997) and diesel-powered (registered before 2006) passenger cars (Crit'Air 4,5 and non-classified) will no longer circulate in the ZFE-m.
  • Polluting two-wheelers registered before July 1, 2004 (Crit'Air 4 and unclassified) will no longer be allowed to circulate in the ZFE-m.

Until January 1, 2024, only the following vehicles may continue to operate in these zones in Toulouse, namely: 

  • Gasoline-powered passenger cars registered between 1997 and 2005 (Crit'Air 3),
  • Diesel passenger cars registered between 2006 and 2010 (Crit'Air 3),
  • Two-wheelers registered between July 1, 2004 and December 31, 2006 (Crit'Air 3).

To facilitate this struggle, the city has also provided financial assistance to those brave enough to switch to electric cars.

New public charging stations

The Toulouse metropolitan area offers several charging stations with different power ratings, including normal charging stations up to 22kW, fast charging stations from 22kW to 50kW and ultra-fast charging stations above 50kW. 

There are several operators throughout the metropolitan area: 

  • Réseau Révéo: this recharging network is present not only throughout the Toulouse metropolitan area, but also throughout the Occitanie region,
  • Indigo: Indigo parking lots have special spaces for recharging electric vehicles, 
  • Allego with a high-power charging station on
    • Galerie Espaces Fenouillet shopping center parking lot
    • park-and-ride facilities (P+R) at the termini of metro lines A and B Borderouge, Balma-Gramont, Ramonville and Basso-Cambo in the Tisséo network.
  • Alizé Toulouse: this network deploys standard and ultra-fast charging stations in the Toulouse metropolitan area.

Assistance for the purchase of an electric car in Toulouse as a private individual

Help from Occitanie

A cheque for 2,000 euros will be issued to any adult individual with an RFR/part of less than €14,089 and living in Occitanie who buys a used electric or hybrid car worth up to €30,000. For taxable persons, the amount of assistance is 1,000 euros.

Ecological bonus

The ecological bonus is changing! From January 1, 2023, the ecological bonus will be reduced from €6,000 to €5,000. This bonus is deducted directly from the price of the vehicle at the leasing company or dealer.

Conversion premium

You can also benefit from the "prime à la conversion" (conversion bonus) of up to €5,000, depending on your household income. The conversion bonus is government assistance for all French people to buy a new, less-polluting diesel, petrol, electric or rechargeable hybrid vehicle, whether used or new.

Assistance for the purchase of an electric car in Toulouse for professionals

Metropolitan aid

In addition to the "bonus écologique" and the "prime à la conversion", you can benefit from the Toulouse Metropolitan Council's assistance for professionals. This aid can be up to €10,000 for heavy vehicles.

Ecological bonus

Conversion premium

The aim of the department's aid for the purchase of an electric vehicle is to accelerate the replacement of the Ile-de-France car fleet with clean vehicles. It complements the conversion bonus introduced by the French government.

If the subsidy is awarded for the replacement, leasing or change of engine to CNG, the beneficiary will be entitled to an additional premium of 20% of the amount of the subsidy awarded, on condition that he or she submits a Bio-NGV supply contract for the subsidized vehicle. This supply contract must provide for a minimum volume of 10% Bio-GNV.

Please note: you must be careful about the date. The vehicle cannot be purchased before the grant is notified.

Who is eligible for regional assistance?

Any company domiciled in the Toulouse metropolitan area can benefit from this aid, subject to a few conditions.

  • The company must have fewer than 250 employees

The legal structures eligible to apply are as follows:

  • Sole proprietorships (EI) or auto-entrepreneurship
  • Sole proprietorship with limited liability (EIRL)
  • SARL (limited liability company)
  • SAS (simplified joint-stock company)
  • Single-member company (EURL or SASU)
  • Liberal professions

Professionals and associations are eligible for subsidies up to the first of the following two ceilings:

  • three subsidized vehicles (replacement, lease or change of engine)
  • 20,000 in subsidies

Buying an electric car in Toulouse

To buy a new electric car, you need to make sure that you meet the necessary conditions to obtain a credit, a long-term lease (LLD) or a lease with purchase option (LOA).

  • You are over 18
  • You are not registered with the Banque de France    
  • Your debt ratio does not exceed the regulatory 33%.
  • You have validated your trial period

Documents required for private individuals

The documents you need to apply for a credit or a LOA/LLD for your electric car:

  • A copy of your last three pay slips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
  • A copy of your valid identity card or passport.
  • Proof of address less than 3 months old. This can be a gas, electricity or telephone bill (even a cell phone bill), a rent receipt or a title deed.
    A bank details form (RIB).
  • A signed and completed cheque for the amount of the first rent on your schedule. Payment of the first rent will only be made upon receipt of the vehicle.

How do you calculate your debt ratio?

The debt ratio must not exceed 33% of net household income. In other words, a banker will only accept your application if you can prove that your fixed expenses do not exceed 33% of your net income.
