What's more, the Lyon metropolitan area has set up a ZFE (Zone à faibles émissions - low emission zone) to restrict the circulation of the most polluting vehicles and
to encourage the use of low CO2 emission cars such as electric cars.

In France, since October 8, 2018, 15 metropolises including Paris have committed to developing EPZs by 2020. As a result, traffic in EPZs is subject to obtaining a Crit'Air sticker. The sticker must be visible on the windscreen of motorists whose vehicles pollute the least. The most polluting vehicles are subject to traffic restrictions at certain times defined by the ZFE.

23 local authorities are already committed to this approach, including Aix-Marseille-Provence, Grenoble-Alpes Métropole, Grand Lyon, Montpellier Méditerranée Métropole, Métropole Nice Côte d'Azur and Paris.

Since 2020, Lyon has wanted to develop a low-emission zone and tighten up the legislation surrounding it. Several European cities have already introduced such zones, notably Barcelona, which has banned all polluting vehicles to combat pollution.

Assistance for buying an electric car in Lyon as a private individual

If you buy an electric car in Lyon as a private individual, you can benefit from a wide range of grants.

Ecological bonus

The ecological bonus has changed! With changes scheduled for January 1, 2023, the ecological bonus has been reduced from €6,000 to €5,000. This bonus is deducted directly from the price of the vehicle by the leasing company or dealer.

Conversion premium

You can also take advantage of the conversion allowance of up to €5,000, depending on your household income. The "prime à la conversion" is a government subsidy which, depending on your household income, enables you to scrap your old car and buy a less polluting model, in return for financial assistance.

Assistance for purchasing an electric car in Lyon as a business customer

Any company (not individuals) in the category of micro, small and medium-sized enterprises (SMEs), with a registered office, establishment or branch in the Lyon Metropolitan Area.

The company must : 

  • Employ fewer than 250 people
  • Annual sales must not exceed 50 million euros 
  • Balance sheet must not exceed 43 million euros

Regional assistance

In addition to the "bonus écologique" and the "prime à la conversion", you can benefit from the Grand-Lyon metropolitan authority's assistance for professionals. This aid amounts to €6,000 for electric passenger cars and light commercial vehicles.

How do I apply for assistance from the Greater Lyon Metropolis?

If you meet all the conditions, you can start preparing your application. You can do this online here. You will need to upload each document in PDF format in the box indicated.

Prior to any acquisition, the beneficiary must first apply for assistance from the Metropole de Lyon by submitting a complete application file.

  • The application form includes : The application form for financial assistance for the purchase of clean vehicles, duly completed and accompanied by various supporting documents
  • Company documents: extrait K Bis
  • Bank details (RIB)
  • Copy(ies) of the car dealer's quotation for each vehicle.
  • The date of the quotation must be after the date on which the present scheme comes into force.
  • For long-term leases of 36 months or more: a copy of the lease offer. The date of the offer must be after the date on which the present scheme comes into force. 
  • If applicable, the contract, for a minimum of two years, either for the supply of "green" gas (benefiting from guarantees of origin), or for the supply of "green" electricity.

Once the application has been examined and approved by the Lyon Metropolitan Council's Standing Committee, the applicant will receive an agreement by post, confirming the Lyon Metropolitan Council's commitment to pay the corresponding grant.

The full amount of the grant will be paid to the beneficiary on presentation of copies of the following supporting documents:

  • A receipted invoice or rental contract signed by both parties.
  • Registration certificates for each subsidized clean vehicle.
  • Photos of each clean vehicle subsidized by this scheme.

To buy a new electric car, you need to make sure that you meet the necessary conditions to obtain a credit, a long-term lease (LLD) or a lease with purchase option (LOA).

  • Your debt ratio does not exceed the regulatory 33%.

Documents required for private individuals

The documents you need to apply for a credit or a LOA/LLD for your electric car:

  • A copy of your last three pay slips. If you are retired or self-employed, you will be asked for your last one or two tax notices.
  • A copy of your valid identity card or passport.
  • Proof of address less than 3 months old. This can be a gas, electricity or telephone bill (even a cell phone bill), a rent receipt or a title deed.
    A bank details form (RIB).
  • A signed and completed cheque for the amount of the first rent on your schedule. Payment of the first rent will only be made upon receipt of the vehicle.

How do you calculate your debt ratio?

The debt ratio must not exceed 33% of net household income. In other words, a banker will only accept your application if you can prove that your fixed expenses do not exceed 33% of your net income. 

Parking your electric car in Lyon

In Lyon, the city council has introduced preferential rates for Lyon residents who own an electric or hybrid car, at 20€/year compared with 40€/year for a combustion vehicle. You can find a map of Lyon's parking lots here.

In order to benefit from the Lyon City Hall card, you must send :

  • Vehicle registration document
  • Council tax (lease or deed of ownership if you have been resident for less than a year)
  • Proof of address less than 3 months old (electricity, gas, telephone, internet or water bill)
  • In the case of a renewal, the number of your previous parking sticker.
  • If your vehicle is leased on a private or business basis (LLD or LOA), the leasing contract must include the following information
  • If your vehicle is a company car, a certificate from your employer mentioning your name and certifying that the vehicle is used by the employee on a personal basis.

Charging your electric car in Lyon

Within the Lyon metropolitan area, you'll find the BlueLy charging network if your electric vehicle is compatible. In fact, the charging cable must be long enough to allow you to charge your vehicle while complying with parking regulations. 

What's more, your vehicle must be compatible with the Bluely network's charging stations, and you'll need an adapter if your vehicle is equipped with a T2 socket.

In 2013, the Bluely service, an initiative of the Lyon metropolis, was introduced. The city commissioned electric cars from the Bolloré Group to create a car-sharing service in the city. Initially launched in Lyon and Villeurbanne, the service was extended between November 2014 and April 2015 to neighboring communes: Bron, Champagne-au-Mont-d'Or, Caluire-et-Cuire, Tassin-la-Demi-Lune, Écully, Oullins, Vénissieux, Vaulx-en-Velin and Sainte-Foy-lès-Lyon.

While the service had totalled 11,800 subscribers since its launch, it will end on August 31, 2020, due to the lack of profitability caused by the health crisis.

From now on, motorists can recharge their electric vehicles with the IZIVIA Grand Lyon network, 24/7.
