Low-emission zones: what will change?

The measure concerning Low Emission Zones has been in place since October 2018. As a reminder ZFE (also known as ZFE-mobilité) are zones designed to zones designed to protect the population in cities and metropolises with high levels of air pollution. Their aim is to encourage people to switch to a more environmentally-friendly form of mobility.

Three agglomerations were initially involved (Paris/Paris region, Grenoble and Lyon metropolises). Seven more were added to the list in 2021 (Aix-Marseille, Nice, Toulon, Toulouse, Montpellier, Strasbourg and Rouen). From now on, by the end of the end of 2024, agglomerations with more than 150,000 inhabitants (such as Orléans, Tours and Angers, for example).

They must introduce ZFEs before this date. The system remains the same, with a small colored sticker displayed on the driver's windscreen according to the category of vehicle. Although fines have been rare in the past, in the coming years, we expect to see an increase in the use of "ZFE radars" and video tagging..

The bicycle plan: the solution?

To accelerate the greening of local transport systems, a a €1.3 billion fund has been createda first step towards financing the ecological transition in the regions.

It goes without saying that many French people will be affected by this measure. They will therefore have to find an alternative means of transport for their personal or business trips, if the vignette on their car does not allow them to travel freely in city centers.

To this end, the cycling and active mobility plan which, in the space of four years, has already made it possible to increase the use of bicycles, will soon be reinforced. Its accelerate the transition to low-carbon transport (electric vehicles (electric vehicles, rechargeable hybrids). The new cycling and active mobility plan will be announced at a dedicated inter-ministerial committee meeting in the autumn. As of now, it has been decided to renew the active mobility fund, which will be endowed with €250 million by 2023as well as the increase in bicycle purchase subsidies introduced in the summer of 2022. Good news, then.

Conversion bonus and ecological bonus: is change on the way?

In 2021 and 2022, the environmental bonus and the conversion bonus have seen a significant resurgence in interest, with an increase in allocations. These two financial aids granted by the French government for the purchase of an electric vehicle will be strengthened and extended in 2023, in the interests of decarbonization. The scale will be revised downwards with a reduction of €1,000The conversion allowance will therefore range from €1,500 to €4,000, depending on your situation, and the ecological bonus will be capped at €6,000 for cars below a list price of €47,000.

The priority objective is to combat global warming, in particular by decarbonizing all sectors of activity. Emphasis will also be placed on improving ecosystems, reinforcing sober lifestyles, preserving biodiversity and developing green industries. Considered as "aid for the acquisition of more environmentally efficient vehicles".

Towards a new leasing scheme?

In the interests of equality and transparency between the social classes, Emmanuel Macron did indeed mention in his campaign promise his intention to create a completely new leasing system. The aim of this system is to enable the most modest households to have affordable access to electric electric vehicles, with leasing at €100 per month. Priority will be given to young people and people who cannot do without their vehicle to get to work (socio-medical professionals, for example). The aim of the scheme is to to include everyone in the ecological transition will also help to break down the high-end image that electric vehicles have had until now.
