What does the LOM law say?

The report on the 2019 LOM law (Loi d'orientation des mobilités) starts with an observation: the government has indicated that we are dealing with a transport policy that is no longer in harmony with global measures and challenges, and no longer corresponds to the needs and expectations of citizens. As a result, there are two issues to resolve:

  • the lack of public transport in many areas, which leads to individual car use 
  • environmental and climate emergencies (pollution caused by transport) are among the problems to be resolved.

In other words, the LOM law has radically transformed mobility policy, with the aim of making everyday transport easier, cheaper and cleaner. That said, companies are obliged to install recharging solutions for their employees.

Companies covered by this law are those with over 50 employees and a fleet of over 100 vehicles (total weight under 3.5 tonnes). 

Article A26 of the LOM provides for the acquisition of low-emission vehicles (greenhouse gas emissions of less than 60 g/km): 

  • 20% of this renewal from January 1ᵉʳ 2024 onwards
  • 35% of this renewal as of January 1ᵉʳ, 2027
  • 50% of this renewal from January 1ᵉʳ, 2030

In addition to this renewal of the electric fleet industrial and commercial buildings built after January 1ᵉʳ, 2017 and equipped with an enclosed and covered parking area reserved for employees must obligatorily pre-equip (sheaths, cable trays or conduits from the general low-voltage electrical panel), or install pre-wiringto accommodate one or more charging stations.

Companies whose buildings were constructed before 2012 and which have more than 20 parking spaces reserved for their employees must also pre-equip their parking spaces to accommodate charging stations.

For parking lots with fewer than 40 spaces, the company must pre-equip at least 10% of parking spaces. For larger parking lots, this figure rises to 20%. In short, the proportion of parking spaces to be pre-equipped varies between 5% and 10%, depending on the area in which the company is located.

What size of recharging point should be installed on your premises?

When choosing the right recharging solution for your fleet of company vehicles, you need to consider the power required to meet your needs. For this reason, it's important to determine the most suitable configuration in advance, which may also include a combination of different power levels for electric charging stations.

For example, for vehicles making rounds and needing to be recharged several times in the company parking lot, fast charging stations (22 kW or more) are the preferred choice.

However, for vehicles parked overnight on site or at employees' homes, standard charging stations (7.4 kW or less) may be sufficient.
